STROGER.

(TROTTER)

   65 ILCS 5/11-31-1         from Ch. 24, par. 11-31-1                         

        Amends the Illinois Municipal Code.   Allows  a  municipality  to      
   cause the removal of petroleum products from an unsafe building.            
        SENATE AMENDMENT NO. 1.                                                
          Deletes reference to:                                                
          65 ILCS 5/11-31-1                                                    
          Adds reference to:                                                   
          65 ILCS 5/3.1-10-5              from Ch. 24, par. 3.1-10-5           
          65 ILCS 20/21-5                 from Ch. 24, par. 21-5               
          65 ILCS 20/21-12                from Ch. 24, par. 21-12              
          65 ILCS 20/21-22                from Ch. 24, par. 21-22              
        Deletes  everything.   Amends  the   Illinois   Municipal   Code.      
   Provides  that  in  municipalities  with  a  population  of  more than      
   500,000, a person is not eligible for the office of alderman of a ward      
   unless he or she resides in the ward from which he or she is  elected.      
   Amends the Revised Cities and Villages Act of 1941.  Provides that the      
   terms  of  office  for  the  mayor,  clerk, treasurer, and aldermen of      
   Chicago begin on the first Monday in May following the  election (now,      
   the terms begin on  the  first  Monday  of  the  month  following  the      
   election).                                                                  
        SENATE AMENDMENT NO. 3.                                                
        Further amends the Illinois Municipal Code.  Provides that in  an      
   election  following  a redistricting, a person may be eligible for the      
   office of alderman of any ward that contains a part  of  the  ward  in      
   which  he  or  she  resided at the time of the redistricting. Provides      
   that a person elected to the office of alderman of a ward in which  he      
   or  she  does  not reside must reside within the ward no later than 12      
   months following the election.                                              
        GOVERNOR'S AMENDATORY VETO MESSAGE                                     
        Recommends deleting changes to the Illinois Municipal Code con-        
   cerning residency requirements for the office of alderman of a ward.
