Provides that in cities with over 1,000,000 inhabitants, the duty to bargain collectively includes the duty to negotiate with the representative of a peace officer bargaining unit in regard to issues of promotion, including examination techniques and selection criteria. Amends the Counties Code and the Illinois Municipal Code.
