Provides that the purchaser of property at a tax sale shall deliver the required notice to the sheriff (now shall publish the required notice). Provides that if the court refuses to issue a tax deed order, then it shall return the purchase price, costs, and other taxes if the purchaser's failure to comply with the law was not wilful. Amends the Mobile Home Local Services Tax Act to provide that a mobile home resting on a concrete, block, or brick foundation shall be taxed under the Property Tax Code.
