Further amends the Freedom of Information Act to provide that the Act's exemptions are in derogation of the disclosure requirement and that the exemptions must be strictly construed because of the strong interest in public disclosure. Provides that a public body may require written records requests (now mandated). Provides the copying costs may not include labor costs.
