BURKE.

   30 ILCS 805/8.23 new                                                        
   50 ILCS 750/10.4 new                                                        

        Amends the Emergency Telephone System Act.  Requires  dispatchers      
   to  be  certified  by  the  Academy  of Emergency Medical Dispatchers.      
   Preempts home rule.  Amends the State Mandates  Act  to  provide  that      
   reimbursement  is  not  required  for  any  mandate  imposed  by  this      
   amendatory Act.                                                             
        HOUSE AMENDMENT NO. 1.                                                 
        Provides for certification of only persons who provide  emergency      
   medical dispatch services.  Provides that certification must be by the      
   National Academy of Emergency Medical Dispatch.  Requires the use of a      
   medical  priority  dispatch  system approved by the Academy.  Requires      
   the implementation of a medical dispatch quality assurance program.

          There would be no change in the number of judges needed.

          The Department does not anticipate a direct fiscal impact.           
          STATE MANDATES NOTE, H-AM 1                                          
          (Department of Commerce and Community Affairs)                       
          Creates a personnel mandate for which reimbursement of 100% of       
          increased costs to units of local gov't. is required, and a          
          local gov't. organization and structure mandate for which            
          State reimbursement is not required. HB1747 exempts the State        
          from reimbursement liability.
