Increases the penalties for domestic battery from a Class A misdemeanor for a first offense to a Class 4 felony and for a second or subsequent offense from a Class 4 felony to a Class 3 felony. Provides that aggravated battery of a child is a Class X felony with a minimum term or imprisonment of 30 years and a maximum term of imprisonment of 60 years.
