Provides creditable service for periods of unpaid leave during which a police officer who is a member of a reserve component of the U.S. armed forces participates in reserve duties, to the extent that this does not result in a duplication of service credit. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
