   BOLAND.

(DILLARD)

   55 ILCS 5/5-1005.5 new                                                      
   65 ILCS 5/3.1-40-60 new                                                     

        Amends the Counties Code and the Illinois  Municipal  Code.            
   Provides  that  a county board or city council may authorize an             
   advisory question of public policy to be placed on the ballot at            
   a  regularly  scheduled  election.   Effective immediately.                 
          FISCAL NOTE (State Board of Elections)                               
          HB1138 would have minimal fiscal impact on SBE operations.
