Permits a personal services contractor to authorize voluntary payroll deductions under the Act. Defines a personal services contractor as an individual, other than an employee, who performs services under a contract with the State and whose compensation is subject to income tax withholding. Effective immediately. HOUSE AMENDMENT NO. 1. Deletes reference to: 5 ILCS 340/4 5 ILCS 340/5 5 ILCS 340/6 5 ILCS 340/Act title Deletes everything. Amends the Voluntary Payroll Deductions Act of 1983. Provides that for the purposes of the Act, "employee" includes an individual hired as an employee by contract directly with that individual.
