Provides for the Fund to defray part of the cost of participation. Requires active employees to contribute 1.0% of earnings toward the cost of the program. Requires employers to contribute 1.25% of payroll. Includes a transitional subsidy program to subsidize the cost of participation of certain annuitants. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
