WIRSING.

   30 ILCS 500/1-10                                                            

        Amends the Illinois Procurement Code.  Provides that the Code  is      
   not  applicable  to contracts for services to a public university by a      
   qualified independent contractor who is  selected  by  negotiation  to      
   provide  non-credit  educational  programs  offered by the university.      
   Effective immediately.
