        Amends the Metropolitan Water Reclamation District Article of the      
   Illinois Pension Code.  Decreases the duty disability benefit from 75%      
   to 50% of salary for new employees  and  delays  payment  until  final      
   adjudication  of  the  issue  of  compensability  under  the  Workers'      
   Compensation  Act or the Workers' Occupational Diseases Act.  Provides      
   for termination of both duty and ordinary disability benefits  if  the      
   disabled  employee (i) fails to follow medical advice, (ii) refuses to      
   authorize the Board  to  examine  his  or  her  medical  and  hospital      
   records,  or  (iii)  fails to provide complete information relating to      
   other employment.  Expands application of  the  workers'  compensation      
   offset  to  benefits  other  than  disability  benefits  and child and      
   surviving spouse annuities and provides that  interest  shall  not  be      
   considered  in  certain calculations.  (Article XIII, Section 5 of the      
   Illinois  Constitution  may  prevent  these  benefit  reductions   and      
   limitations  from  applying  to  current  or  former  members.)   Also      
   provides  for  an  increase  in  the  child's  annuity,  the   minimum      
   retirement  annuity, and the minimum surviving spouse annuity.  Allows      
   conversion of  a  surviving  spouse's  term  annuity  into  a  minimum      
   surviving  spouse  annuity.  Amends  the State Mandates Act to require      
   implementation without reimbursement.  Effective immediately.
