   40 ILCS 5/7-199.4 new                                                       
   30 ILCS 805/8.23 new                                                        

        Amends the Illinois Municipal Retirement Fund (IMRF) Article of        
   the Illinois Pension Code to provide a program of group health              
   benefits for retired employees and their dependents and survivors.          
   Provides for the fund to defray part of the cost of participation.          
   Requires active employees to contribute 1.0% of earnings toward the         
   cost of the program. Requires employers to contribute 1.25% of              
   payroll. Includes a transitional subsidy program to subsidize the cost      
   participation of certain annuitants who have contributed for less than      
   48 months. Amends the State Mandates Act to require implementation          
   without reimbursement. Effective immediately.                               
          PENSION NOTE (Pension Laws Commission)                               
          Fiscal impact has not been calculated. Contributions rates           
          would increase for employers by 1.25% of payroll, and for            
          employees by 1% of salary.
