        Amends the Steel Products  Procurement  Act.  Changes  the  short      
   title to the "Domestic Products Procurement Act" and expands the scope      
   of  the  Act  to  apply  to  all purchases or leases of commodities or      
   manufactured goods by the State of  Illinois  from  2000  until  2005.      
   Provides  that, with specified exceptions, the State of Illinois shall      
   purchase or lease only  materials,  commodities,  or  goods  that  are      
   manufactured  or  supplied  by  companies  whose products consist of a      
   specified minimum level of U.S.  or  Canadian  content.    Amends  the      
   Illinois  Procurement  Code.   Requires  all goods purchased under the      
   Code to be Illinois-made goods unless the cost of Illinois-made  goods      
   exceeds  the  cost  of other goods by 10% or more.  Requires all goods      
   purchased under the Code to be U.S.-made goods unless the cost of  the      
   U.S.-made goods exceeds the cost of other goods by 10% or more.             
          STATE MANDATES NOTE (Dept. of Commerce and Community Affairs)        
          Does not create a State mandate.                                     
          FISCAL NOTE (Dept. of Central Management Services)                   
          Administrative costs necessary to comply with the bill require-      
          ments, including 21 additional staff, would exceed $1,600,800        
          annually. Additional costs in the form of higher prices for          
          goods purchased under the preference provisions in this Act          
          could exceed $26,509,500 annually. These price increases re-         
          flect only those purchases made through contracts established        
          by Procurement Services and Bureau of Communications and Com-        
          puters. The effect on total State and local gov't would be           
          greater.
