 1                          SENATE RESOLUTION

 2        WHEREAS, Native American Indian tribes are building large
 3    casinos on our borders  in  the  municipalities  of  Kenosha,
 4    Beloit, Shullsburg, Delavan, and Caledonia, Wisconsin; and

 5        WHEREAS,  Such casinos are draining entertainment dollars
 6    and jobs from Illinois and harming Illinois businesses; and

 7        WHEREAS, This huge expansion of  gambling  will  increase
 8    the  number  of  problem  gamblers in Illinois and the social
 9    problems such gamblers cause; and

10        WHEREAS, These border casinos will provide no revenues to
11    Illinois to address these social and economic costs; and

12        WHEREAS, The Bureau of Indian Affairs is encouraging  the
13    construction  of  these casinos and ignoring the concerns and
14    input of Illinois citizens; therefore, be it

15        RESOLVED, BY  THE  SENATE  OF  THE  NINETY-FIRST  GENERAL
16    ASSEMBLY  OF  THE  STATE  OF  ILLINOIS,  that  we  oppose the
17    construction of casinos along our State borders;  and  be  it
18    further

19        RESOLVED,  That  the  Illinois General Assembly urges the
20    Bureau of Indian Affairs to put  an  immediate  halt  to  the
21    construction  of  these  casinos  until such time as Illinois
22    citizens and their concerns are heard; and be it further

23        RESOLVED, That the Illinois General  Assembly  urges  the
24    members  of the United States Congress to join with the State
25    of Illinois in our petition to the Bureau of  Indian  Affairs
26    and   to   make  meaningful  changes  to  the  Indian  Gaming
27    Regulatory Act to prevent this type of gambling expansion  in
28    the future; and be it further

29        RESOLVED,  That  a  suitable  copy  of this resolution be
30    presented  to  the  members  of  the  Illinois  Congressional
