 1                          SENATE RESOLUTION

 2        RESOLVED, BY  THE  SENATE  OF  THE  NINETY-FIRST  GENERAL
 3    ASSEMBLY  OF THE STATE OF ILLINOIS, that there is created the
 4    Insurance Fraud Task Force consisting of one  member  of  the
 5    Senate  to  be  the chairperson appointed by the President of
 6    the Senate;  one  member  of  the  Senate  appointed  by  the
 7    Minority  Leader  of the Senate; the Director of Insurance or
 8    his or her designee; the Director of State Police or  his  or
 9    her  designee;  the  Attorney General or his or her designee;
10    five persons appointed by the  President  of  the  Senate  by
11    September  1, 1999 as follows: one representative of a county
12    sheriff's department, one representative of a  United  States
13    criminal  investigative  department,  one representative of a
14    prosecuting authority of a city, a village,  an  incorporated
15    town,  a  county, or this State, and two insurance consumers;
16    eight members representing insurers appointed by the Director
17    of  Insurance  by  September  1,  1999,  representing  large,
18    medium, and small property, casualty, disability,  life,  and
19    health insurers and a health maintenance organization in this
20    State; all of whom shall serve without compensation but shall
21    be  reimbursed  for  their  reasonable and necessary expenses
22    from funds appropriated for that purpose; and be it further

23        RESOLVED, That  the  Insurance  Fraud  Task  Force  shall
24    investigate  the  issue  of  organized  insurance  fraud  and
25    methods  to combat insurance fraud, examine ways to unite the
26    resources of the  insurance  industry  with  the  appropriate
27    components  of  federal and State criminal justice systems so
28    that organized insurance fraud  schemes  are  identified  and
29    thoroughly  investigated  and the perpetrators are prosecuted
30    in the best interests of justice, and examine the concept  of
31    creating  a  private  agency to assist in combating organized
32    insurance fraud and all ways to fund this  agency,  including
33    current  funding of insurance mechanisms related to insurance

 1    crimes; and be it further

 2        RESOLVED, That the Insurance Fraud Task Force report  its
 3    findings  and  recommendations  to  the  Senate no later than
 4    July, 1, 2000; and be it further

 5        RESOLVED, That suitable  copies  of  this  resolution  be
 6    presented  to  the  Attorney  General,  the Director of State
 7    Police, and the Director of Insurance.
