 1                          SENATE RESOLUTION

 2        WHEREAS, At the present time, there is limited access  to
 3    dental  care  for  people  who  are covered by the public aid
 4    system; and

 5        WHEREAS,  The  availability  of  dental  services  is   a
 6    necessity and should be available to all citizens, regardless
 7    of economic situation; and

 8        WHEREAS,  With many new, young dentists opening practices
 9    and struggling to repay their  student  loans,  it  has  been
10    suggested  that  a  program  could  be  instituted  in  which
11    dentists  would  treat  public  aid recipients; in return for
12    their dental services, the State would  credit  the  dentists
13    for  the  dental  services  they  provided and would submit a
14    predetermined payment to the  financial  institution  holding
15    those dentists' student loans; and

16        WHEREAS,  This  program would be initiated throughout the
17    State and would benefit the dentists,  public  aid  patients,
18    and the State budget; therefore, be it

19        RESOLVED,  BY  THE  SENATE  OF  THE  NINETY-FIRST GENERAL
20    ASSEMBLY OF THE STATE OF  ILLINOIS,  that  a  Task  Force  is
21    hereby  established  to  study the feasibility of legislation
22    that would allow public  aid  patients  to  receive  quality,
23    basic  dental  services  and, in return, the student loans of
24    the dentists providing these services would be  reduced;  and
25    be it further

26        RESOLVED,  That  the  Task  Force  shall be made up of 11
27    members:  one member appointed by the President of the Senate
28    to serve as chairperson; one member appointed by  the  Senate
29    Minority  Leader; one member appointed by the Director of the
30    Department  of  Public  Aid;  one  member  appointed  by  the
31    Director of the Department of Revenue; one  member  appointed

 1    by    the   Illinois   Student   Assistance   Commission;   3
 2    representatives of the dentistry profession appointed by  the
 3    chairperson,  one  of  whom  is  a  recent graduate of dental
 4    school; and 3 representatives with  a  knowledge  of  tax  or
 5    finance appointed by the chairperson; and be it further

 6        RESOLVED,  That  the  chairperson of the Task Force shall
 7    invite participation from the Internal Revenue Service and  a
 8    representative  of the Illinois Congressional delegation; and
 9    be it further

10        RESOLVED, That  meetings  of  the  Task  Force  shall  be
11    convened  at  the  call of the chair and shall be open to the
12    public; and be it further

13        RESOLVED, That Task Force members shall not  receive  any
14    compensation for performing their duties; and be it further

15        RESOLVED,  That  the Task Force shall report its findings
16    and recommendations to the members of the Illinois Senate  no
17    later than January 1, 2000; and be it further

18        RESOLVED,  That  suitable  copies  of  this resolution be
19    forwarded to the Director of the Department  of  Public  Aid,
20    the   Director   of   the   Department  of  Revenue  and  the
21    Commissioner of Banks and Real Estate.
