91_SJ0041enr 91SJ0041 Enrolled 1 STATE OF ILLINOIS 2 NINETY-FIRST GENERAL ASSEMBLY 3 SENATE 4 Senate Joint Resolution No. 41 5 Offered by Senator Frank Watson 6 WHEREAS, The State Board of Education has filed its 7 Report on Waiver of School Code Mandates, dated September 30, 8 1999, with the Senate, the House of Representatives, and the 9 Secretary of State of Illinois as required by Section 2-3.25g 10 of the School Code; and 11 WHEREAS, The charter school financing mechanism specified 12 in subsection (f) of Section 27A-9 of the School Code 13 constitutes a directive to the State Board of Education 14 rather than a mandate on any school district; therefore, be 15 it 16 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 17 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF 18 REPRESENTATIVES CONCURRING HEREIN, that the request made by 19 Schaumburg CCSD 54 - Cook with respect to substitute 20 certificates, identified in the report filed by the State 21 Board of Education as request WM199-1227, is disapproved; and 22 be it further 23 RESOLVED, That the request made by Palatine THSD 211 - 24 Cook with respect to substitute certificates, identified in 25 the report filed by the State Board of Education as request 26 WM199-1256-2, is disapproved; and be it further 27 RESOLVED, That the request made by Rock Island-Milan SD 28 41 - Rock Island with respect to substitute certificates, 29 identified in the report filed by the State Board of 30 Education as request WM199-1281-2, is disapproved; and be it 31 further 32 RESOLVED, That the request made by Collinsville CUSD 10 - 91SJ0041 Enrolled -2- 1 Madison with respect to the compilation of average daily 2 attendance, identified in the report filed by the State Board 3 of Education as request WM199-1260, is disapproved; and be it 4 further 5 RESOLVED, That the request made by Fremont SD 79 - Lake 6 with respect to charter schools, identified in the report 7 filed by the State Board of Education as request WM199-1216 8 (A), is disapproved; and be it further 9 RESOLVED, That the request made by Woodland CCSD 50 - 10 Lake with respect to charter schools, identified in the 11 report filed by the State Board of Education as request 12 WM199-1223 (A), is disapproved; and be it further 13 RESOLVED, That no waiver or modifications of the 14 provisions of subsection (f) of Section 27A-9 of the School 15 Code shall be available to school districts pursuant to 16 Section 2-3.25g of the School Code, and that any application 17 for such a waiver or modification shall be ineligible for 18 consideration. 19 Adopted by the Senate, December 1, 1999. 20 _______________________ _______________________ 21 Secretary of the Senate President of the Senate 22 Concurred in by the House of Representatives, December 1, 23 1999. 24 _______________________ _______________________ 25 Clerk of House of Speaker of House of 26 Representatives Representatives
