1 SENATE JOINT RESOLUTION
2 WHEREAS, Cardiovascular disease is the leading cause of
3 death in Illinois and in 1994 it contributed to more that
4 45,000 or 43% of deaths in Illinois, and more than 8,000 or
5 30% of deaths for those under 65 years of age; and
6 WHEREAS, In 1994, the estimated direct (medical care) and
7 indirect (lost productivity) cost of cardiovascular disease
8 in Illinois was more that $5 billion, approximately $500 for
9 each person in Illinois; and
10 WHEREAS, The burden of cardiovascular disease can be
11 reduced through community based prevention, including:
12 programs and policies for tobacco control, such as
13 restrictions on youth access and advertising; programs and
14 policies for physical activity, such as safe bike and walking
15 trails and quality daily physical education in schools;
16 education and environmental changes for healthy food choices,
17 such as 5-A-Day Communication Campaigns and point of
18 purchase/food labeling programs; and comprehensive health
19 education in schools, such as grades K-12 curricula; and
20 WHEREAS, There is no State plan or State supported
21 resources to address the leading cause of death in Illinois
22 for our citizens; therefore, be it
23 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL
24 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
25 REPRESENTATIVES CONCURRING HEREIN, that there is created a
26 Cardiovascular Disease Prevention Task Force to examine the
27 incidence of and causes of heart disease and stroke deaths
28 and risks, including identification of subpopulations at
29 highest risk for developing heart disease and stroke, and
30 develop a profile of the heart disease and stroke burden in
31 Illinois; to solicit input from individuals, local health
32 departments, community-based organizations, voluntary health

1 organizations, and other public and private organizations
2 statewide and to learn more about their contributions to
3 heart disease and stroke prevention, and their ideas for
4 improving heart disease and stroke prevention in Illinois; to
5 identify, examine limitations of, and recommend to the
6 Governor and the General Assembly changes to existing laws,
7 regulations, programs, services, and policies to enhance
8 heart disease and stroke prevention by and for the people of
9 Illinois; and to determine and recommend to the Governor and
10 the General Assembly the funding and strategies needed to
11 enact new or to modify existing laws, regulations, programs,
12 services, and policies to enhance heart disease and stroke
13 prevention by and for the people of Illinois; and be it
14 further
15 RESOLVED, That the Task Force study the effects of
16 obesity on costly health complications such as diabetes,
17 hypertension, atherosclerosis, heart disease, and stroke;
18 identify high risk subpopulations, especially obese children
19 and adolescents; develop a profile of the heart disease and
20 stroke burden; solicit input from individuals, scientific
21 experts, and community organizations; and utilize public
22 testimony and scientific research to recommend programs,
23 services, and policies to the Governor and the General
24 Assembly; and be it further
25 RESOLVED, That the Task Force shall consist of 24 members
26 and shall be co-chaired by the Director of the Illinois
27 Department of Public Health or the Director's designee and a
28 member of the Task Force selected by the Director of the
29 Illinois Department of Public Health; with other members to
30 include two members of the Illinois Senate, one appointed by
31 the President of the Senate and one by the Minority Leader of
32 the Senate; two members of the Illinois House of
33 Representatives, one appointed by the Speaker of the House

1 and one appointed by the Minority Leader of the House; the
2 Executive Vice-president of the American Heart Association or
3 his or her designee; a heart attack survivor; a stroke
4 survivor; a certified health education specialist
5 representing the Illinois Society for Public Health
6 Education; a managed care professional; a member of the
7 American Association of Retired Persons; the Illinois
8 Coalition Against Tobacco chair or designee; a registered
9 dietitian representing the Illinois Dietetic Association; a
10 pharmacist representing the Illinois Pharmaceutical
11 Association; a registered nurse representing the Illinois
12 Nurses Association; a representative of the Illinois Academy
13 of Pediatrics; a physician representing the Illinois State
14 Medical Society; a representative from the Illinois
15 Association of Park Districts; a media representative; a
16 representative from corporate Illinois; a representative from
17 the Illinois Association of Health, Physical Education,
18 Recreation, and Dance; a representative from the Governor's
19 Council on Health and Physical Fitness; and a representative
20 from the health and fitness industry; and be it further
21 RESOLVED, That the Task Force shall make a preliminary
22 report to the General Assembly by January 13, 2000 and a
23 final report by June 30, 2000, with possible recommendations
24 for legislative action included in the report.
