 1        AN ACT to amend the Illinois Municipal Code  by  changing
 2    Sections 11-38-1, 11-38-3, and 11-39-2.

 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:

 5        Section 5.  The Illinois Municipal  Code  is  amended  by
 6    changing Sections 11-38-1, 11-38-3, and 11-39-2 as follows:

 7        (65 ILCS 5/11-38-1) (from Ch. 24, par. 11-38-1)
 8        Sec.  11-38-1.  All  architects,  builders  of,  or other
 9    persons interested in any projected tenement, lodging  house,
10    or  other  place of habitation, in any city with a population
11    of 50,000 or more, shall submit plans and specifications of a
12    specified building to the board of health  or  public  health
13    board  of  the  city,  or  other  officer  designated  by the
14    corporate authorities, for their approval or rejection, as to
15    the proposed plans for the ventilation of  rooms,  light  and
16    air  shafts, windows, ventilation of water closets, drainage,
17    and plumbing. Whenever a municipality requires that a plan or
18    inspection report be submitted to the municipality, the  plan
19    or inspection report shall be signed by the property owner as
20    well  as the architect, builder, developer, plumber, or other
21    person performing work on the place of habitation.

24        Sec. 11-38-3. All plumbers or other persons interested in
25    the plumbing work, after the completion of the plumbing work,
26    and before  any  plumbing  work  is  covered  up  in  such  a
27    building,  or on the premises connected with such a building,
28    shall notify in writing the examining board or  officer  that
29    the  building, or the premises, are now ready for inspection.
30    It is unlawful for any plumber or other person to  cover  up,

 1    or  in  any  way conceal any plumbing work in or about such a
 2    building or premises until the  examining  board  or  officer
 3    approves  of  the  plumbing  work.  Whenever  a  municipality
 4    requires  that  a plan or inspection report regarding a place
 5    of habitation be submitted to the municipality, the  plan  or
 6    inspection  report  shall  be signed by the property owner as
 7    well as the architect, builder, developer, plumber, or  other
 8    person performing work on the place of habitation.

11        Sec.  11-39-2.  Every municipality in counties containing
12    200,000 or more inhabitants  which  issues  building  permits
13    shall  require  each  applicant for such a building permit to
14    include, in his application for  said  building  permit,  the
15    real  estate  index  number  referred  to  in Section 11-39-1
16    hereof. Whenever a  municipality  requires  that  a  plan  or
17    inspection   report   regarding  a  place  of  habitation  be
18    submitted to the municipality, the plan or inspection  report
19    shall  be  signed  by  the  property  owner  as  well  as the
20    architect,  builder,  developer,  plumber,  or  other  person
21    performing work on the place of habitation.
