1 AN ACT to amend the Counties Code by adding Section
2 5-1015.1.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Counties Code is amended by adding
6 Section 5-1015.1 as follows:
7 (55 ILCS 5/5-1015.1)
8 Sec. 5/5-1015.1. Whenever a county owns any personal
9 property which in the opinion of a simple majority of the
10 corporate authorities then holding office, is no longer
11 necessary or useful to, or for the best interests of the
12 county, such a majority of the corporate authorities then
13 holding office, at any regular meeting or at any special
14 meeting called for that purpose, (1) by ordinance may
15 authorize the sale of that personal property in such manner
16 as they may designate, with or without advertising the sale,
17 or (2) may authorize any officer to convert that personal
18 property into some other form that is useful to the county by
19 using the material in the personal property, or (3) may
20 authorize any officer to convey or turn in any specified
21 article of personal property as part payment on a new
22 purchase of any similar article. However, no article shall be
23 turned in as part of the purchase price on any purchase
24 except upon receipt of competitive bids, in such manner as
25 may be prescribed by ordinance, after notice to all bidders
26 that the article will be turned over as part of the purchase
27 price.
