 1        AN ACT in relation to certain land.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 2.  For and in consideration of the  sum  of  $1,
 5    the  Board  of  Trustees  of  Southern Illinois University is
 6    authorized to convey,  by  quitclaim  deed  executed  by  the
 7    chairperson  and  attested  by  the secretary of the Board of
 8    Trustees of Southern Illinois University,  to  the  Board  of
 9    Trustees  of  Lewis  and Clark Community College District No.
10    536 all rights, title, and interest of the Board of  Trustees
11    of  Southern  Illinois  University  in  and  to the following
12    described real estate:
13        Parcel 1:
14             A parcel of land, known as Lot 8 of the  Subdivision
15        of  Block 1, Leclaire, as the same appears in Plat Book 6
16        Page 19; (Except coal and other minerals underlying, with
17        right to  mine  and  remove  same  from  thereunder),  in
18        Madison County, Illinois.
19        Parcel 2:
20             A tract of land situated in the Southeast Quarter of
21        Section  11,  Township 4 North, Range 8 West of the Third
22        Principal Meridian, within the corporate  limits  of  the
23        City  of  Edwardsville,  Madison  County, Illinois; being
24        more particularly Lots 12, 13, 14, 15, 17, 18, 19 and the
25        Northerly portion of Lot 20 of the Subdivision  of  Block
26        1,   Leclaire,   a   Subdivision  of  said  Edwardsville,
27        Illinois, and of record in Plat Book 6, Page 19 and  Lots
28        9,  10,  11  and 16 of the Revised Plat of Lots 9, 10, 11
29        and 16 of Block 1, Leclaire, as the same appears in  Plat
30        Book  7,  Page  15 and all abutting or contiguous streets
31        and alleys as vacated by Ordinance Number 628 a  copy  of
32        which  was recorded March 3, 1948 as Document 114-618, in

 2        which  was  recorded  as Document 124-4123 all being more
 3        fully described as follows:
 4        From a point at the Northeast corner of Lot 1,  Block  1,
 5        of  the Subdivision of Block 1 Leclaire, a Subdivision of
 6        the City of Edwardsville, Madison  County,  Illinois,  as
 7        the  same appears in Plat Book Number 6 Page 19 and which
 8        said point being at the Southwest corner of Brown  Street
 9        and  Wolf Street, in said Edwardsville, Illinois, measure
10        200.0 feet South 0 degrees 42 minutes East along the said
11        West line of Brown Street to a  point  at  the  Northeast
12        corner  of  Lot  9  Block  1, said Subdivision of Block 1
13        Leclaire, and which said point is the point of  beginning
14        of  the  tract hereinafter described and conveyed; thence
15        continuing South 0 degrees 42  minutes  East,  from  said
16        beginning  point,  and  along the said West line of Brown
17        Street, and its Southerly extension across the 16.0  foot
18        alley  situated  between  Lot  9 and Lots 10 and 11, said

26        Section  3.  The  secretary  of  the Board of Trustees of
27    Southern Illinois University shall obtain a certified copy of
28    this Act within 60 days after its effective  date  and,  upon
29    receipt  of  payment of the consideration of $1, shall record
30    the certified document in the Recorder's  Office  of  Madison
31    County, Illinois.

32        Section  5.  Upon the payment of the sum of $30,000.00 to

 1    the State of Illinois,  the  easement  for  highway  purposes
 2    acquired  by  the People of the State of Illinois is released
 3    over and through  the  following  described  land  in  DeWitt
 4    County, Illinois:

 7        A  parcel of land being a part of Lots 3 and 4 of Block 7
 8        of Parkview Subdivision in the City  of  Clinton,  Dewitt

11        Dewitt County Recorder's Office), described as follows:

14        Section  10.  In  consideration  of  an intergovernmental
15    agreement between the Illinois Department  of  Transportation
16    and  the Greater Peoria Airport Authority signed and executed
17    on  July  15,  1998,  the  Secretary  of  the  Department  of
18    Transportation is hereby authorized to  convey  by  quitclaim
19    deed to the Greater Peoria Airport Authority all right, title
20    and interest in and to the following described land in Peoria
21    County, Illinois.

23        A  part  of  the  West  Half  of the Northwest Quarter of
24        Section 26 in Township 8  North,  Range  7  East  of  the

28        Quarter  of  Section  26  and  running easterly 65.0 feet
29        along the North line of the  Northwest  Quarter  of  said

26        Commencing at the west quarter corner of said Section  9;

28        1,318.49 feet  along  the  west  line  of  the  southwest

23    acquired  by  the People of the State of Illinois is released
24    over and through the following described land  in  Montgomery
25    County, Illinois:

27        Part  of  the  Southeast  Quarter (SE 1/4) of Section 29,
28        Township 9 North, Range 5 West  of  the  Third  Principal
29        Meridian,   Montgomery   County,   Illinois,  being  more
30        particularly described as follows:

31        Commencing at  the  Southeast  Corner  of  the  Southeast
32        Quarter  (SE  1/4)  of  said Section 29:  thence North 00

22        Section  25.  Upon  the  payment of the sum of $750.00 to
23    the State of Illinois, the rights  or  easements  of  access,
24    crossing, light, air and view from, to and over the following
25    described line and FA Route 12 are restored subject to permit
26    requirements   of   the  State  of  Illinois,  Department  of
27    Transportation.

29        Direct access to F.A. Route 12 (U.S. Route 40)  shall  be
30        restored  to  1204  feet  of a tract of land abutting the
31        northerly right of way line of said highway from a  point

 8        Total length of access release is 1204 lineal feet.

 9        Section 30. Upon the payment of the sum of  $1,600.00  to
10    the  State  of  Illinois,  the  easement for highway purposes
11    acquired by the People of the State of Illinois  is  released
12    over  and  through  the following described land in Vermilion
13    County, Illinois:

15        A parcel of land being a part of Lot 38 of J.  W.  Dale's
16        Third  Addition  to  Vermilion  Heights  in the Northwest
17        Quarter of Section 7, Township 19 North, Range 11 West of
18        the Second Principal Meridian, Vermilion County, Illinois
19        (also being part of a Dedication of Right of  Way  for  a
20        Freeway  recorded  in Book 519, Page 187 in the Vermilion
21        County Recorder's Office), described as follows:

22        Beginning at the northeast corner of said Lot 38;  thence
23        South  0  degrees  53  minutes 37 seconds East 68.53 feet
24        along the said east lot line, also  being  the  northerly
25        right  of  way  line  of  F.A. Route 11 (U.S. Route 150);
26        thence North 76 degrees 22 minutes 27 seconds West  50.07
27        feet  along  the  proposed right of way line of said F.A.
28        Route 11 to the west line of said Lot 38; thence North  0

 3        Subject  to  access  control  restrictions  shown  on the
 4        aforementioned Dedication of Right of Way for  a  Freeway
 5        which  does not allow access to F.A. Route 11 (U.S. Route
 6        150).

 7        Section 35.  Upon the payment of the sum of $2,150.00  to
 8    the  State  of Illinois, the easement for highway purposes is
 9    released over and through the following  described  land  and
10    the  rights  or easements of access, crossing, light, air and
11    view from, to and over the following described  land  and  FA

 1        Section   900.  The  Secretary  of  Transportation  shall
 2    obtain  a  certified  copy  of  the  portions  of  this   Act
 3    containing  the  title,  enacting clause, the effective date,
 4    the appropriate  Section  or  Sections  containing  the  land
 5    descriptions  of  the property to be transferred or otherwise
 6    affected, and this Section within 60 days after its effective
 7    date and, upon receipt of payment required by the Section  or
 8    Sections,  if  any  payment  is  required,  shall  record the
 9    certified document in the Recorder's  Office  in  the  county
10    which the land is located.

11        Section 999.  Effective date.  This Act takes effect upon
12    becoming law.
