 1        AN ACT concerning the Secretary of State.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  3.  The  Electronic  Commerce  Security  Act  is
 5    amended by adding Article 27 as follows:

 6        (5 ILCS 175/Art. 27 heading new)

 7     ARTICLE 27. ELECTRONIC COMMERCE SECURITY CERTIFICATION FUND

 8        (5 ILCS 175/27-5 new)
 9        Sec.  27-5.  Electronic  Commerce  Security Certification
10    Fund.  Fees collected by the Secretary of State under Section
11    15-115 of this Act must  be  deposited  into  the  Electronic
12    Commerce  Security Certification Fund, a special fund created
13    in the State treasury.  Subject to appropriation,  moneys  in
14    the  Fund  shall  be  used  by the Secretary of State for the
15    administration of this Act.

16        Section 5.  The Secretary of  State  Act  is  amended  by
17    changing Section 2 and adding Section 5.491 as follows:

18        (15 ILCS 305/2) (from Ch. 124, par. 2)
19        Sec.  2.   Oath.     The Secretary of State shall, before
20    entering upon the duties of his office,  take  and  subscribe
21    the oath or affirmation prescribed by Article XIII, Section 3
22    of the Constitution, which shall be filed in his office.

 1        Section 99.  Effective date.  This Act  takes  effect  on
 2    July 1, 1999.
