 1        AN  ACT  to  amend  the  Public  Utilities  Act by adding
 2    Section 13-301.5.

 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:

 5        Section 5.  The Public Utilities Act is amended by adding
 6    Section 13-301.5 as follows:

 7        (220 ILCS 5/13-301.5 new)
 8        Sec.   13-301.5.  Affordable   Rural   Telecommunications
 9    Service Program Design Group.
10        (a)  The   Affordable  Rural  Telecommunications  Service
11    Program Design Group is established  to  advise  the  General
12    Assembly  and to investigate the necessity and feasibility of
13    creating  a  fund  from  which  telecommunications   carriers
14    offering   or  providing  local  exchange  telecommunications
15    service may receive compensation to mitigate the price impact
16    on customers resulting  from  the  high  or  rising  cost  of
17    providing  that  service.   The  Program  Design  Group shall
18    report  its  findings  and  recommendations  to  the  General
19    Assembly by January 1, 2001.
20        (b)  The Governor shall appoint  the  chairperson  and  6
21    additional members of the Affordable Rural Telecommunications
22    Service  Program  Design Group.  The members appointed by the
23    Governor shall  include  a  representative  of  the  Illinois
24    Commerce Commission and representatives of telecommunications
25    carriers.
26        (c)  The  Program  Design  Group  shall  gather pertinent
27    economic information and formulate recommendations consistent
28    with the policies established in subsection  (a)  of  Section
29    13-102 and subsection (a) of Section 13-103.

30        Section  99.  Effective date.  This Act takes effect upon
