 1                    AMENDMENT TO SENATE BILL 742

 2        AMENDMENT NO.     .  Amend Senate Bill 742  by  replacing
 3    the title with the following:
 4        "AN ACT concerning spinal cord injuries."; and

 5    by  replacing  everything  after the enacting clause with the
 6    following:

 7        "Section 5. The State Finance Act is  amended  by  adding
 8    Sections 5.541, 5.542, 6z-49, and 6z-50 as follows:

 9        (30 ILCS 105/5.541 new)
10        Sec.   5.541.  The  Spinal  Cord  Injury  Paralysis  Cure
11    Research Trust Fund.

12        (30 ILCS 105/5.542 new)
13        Sec.  5.542.  The Spinal Cord Injury Paralysis  Treatment
14    Fund.

15        (30 ILCS 105/6z-49 new)
16        Sec.  6z-49.  Spinal  Cord Injury Paralysis Cure Research
17    Trust Fund. The Spinal Cord Injury  Paralysis  Cure  Research
18    Trust  Fund  is  created  as  a  special  fund  in  the State
19    treasury. In addition to any other amounts deposited into the

 1    Fund, there shall be  deposited  into  the  Fund  all  moneys
 2    donated  to  the State by private individuals or entities for
 3    purposes for which moneys in the Fund may be used as provided
 4    in this Section. Subject to appropriations, the Department of
 5    Public Health shall use moneys in the Fund to make grants  to
 6    research  facilities  located in Illinois to conduct research
 7    to find a  cure  for  spinal  cord  injury  paralysis.    The
 8    Department  shall  adopt  rules  necessary  for making grants
 9    under this Section.

10        (30 ILCS 105/6z-50 new)
11        Sec. 6z-50.  Spinal Cord Injury Paralysis Treatment Fund.
12    The Spinal Cord Injury Paralysis Treatment Fund is created as
13    a  special  fund  in   the   State   treasury.   Subject   to
14    appropriations,  the  Department  of Human Services shall use
15    moneys in the Fund to fund treatment programs  in  accordance
16    with  priorities  and  criteria  established  by the Advisory
17    Council on Spinal Cord and Head Injuries.

18        Section 99.  Effective date.  This Act takes effect  upon
19    becoming law.".
