 1        AN ACT to create the Envirodiesel Development Act.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 1.  Short title.  This Act may be  cited  as  the
 5    Envirodiesel Development Act.

 6        Section 5.  Definitions.  As used in this Act:
 7             "Biodiesel fuel" means a fuel blend that contains at
 8        least   15%   of  diesel  fuel  substitute  derived  from
 9        non-petroleum  renewable   resources   that   meets   the
10        registration  requirements  for  fuels and fuel additives
11        established by the Environmental Protection Agency  (EPA)
12        and  has  at  least  a provisional specification from the
13        American Society of Testing Materials (ASTM).
14             "Diesel fuel" means any product intended for use  or
15        offered  for sale as a fuel for engines in which the fuel
16        is injected into the combustion chamber  and  ignited  by
17        pressure without electric spark.

18        Section  15.  State-owned  vehicles.   Beginning no later
19    than July 1,  2000,  the  Department  of  Central  Management
20    Services  and all other departments and agencies of the State
21    of Illinois shall use biodiesel  fuel  in  every  State-owned
22    motor  vehicle  that  is  capable of using diesel fuel, has a
23    gross vehicle weight rating of 8,500 pounds or more,  and  is
24    operated or maintained in the "covered area" specified in the
25    Alternate  Fuels  Act  (the  counties  of Cook, DuPage, Kane,
26    Lake, McHenry, and Will, and those portions of Grundy  County
27    and  Kendall  County  that  are included in the following ZIP
28    Code areas: 60416, 60444,  60447,  60450,  60481,  60538  and
29    60543).

 1        Section  20.  Repealer.   This  Act  is  repealed July 1,
 2    2006.
