 1        AN ACT to amend the Illinois Public Aid  Code  by  adding
 2    Section 9A-14.

 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:

 5        Section 5.  The Illinois Public Aid Code  is  amended  by
 6    adding Section 9A-14 as follows:

 7        (305 ILCS 5/9A-14 new)
 8        Sec. 9A-14.  Job skills enhancement pilot program.
 9        (a)  The Illinois Department shall establish a job skills
10    enhancement pilot program to provide newly  employed  current
11    and  former  recipients of aid under Article IV with training
12    to enable those recipients to do  any  one  or  more  of  the
13    following:
14             (1) Enhance their existing job-related skills.
15             (2) Gain additional or alternative job skills.
16             (3)  Learn  interpersonal  communication  and  other
17        related skills.
18        (b)   The   pilot   program  must  target  unskilled  and
19    semiskilled  current  and  former  recipients  of  aid  under
20    Article IV who are newly employed in  entry  level  positions
21    that  have  limited  potential  for  advancement beyond entry
22    level.  To be eligible to participate in the pilot program, a
23    person must meet all of the following requirements:
24             (1) The person must have been  a  recipient  of  aid
25        under  Article  IV  within  18 months before the date the
26        person proposes  to  begin  participating  in  the  pilot
27        program.
28             (2)   The   person   must   have  been  employed  in
29        entry-level employment for at least 6 months  before  the
30        date  the  person  proposes to begin participating in the
31        pilot program and must provide satisfactory  evidence  of

 1        that employment status.
 2             (3) The person must possess limited job skills.
 3             (4)  The  person  must  have limited opportunity for
 4        advancement in his or her current employment.
 5        (c) A recipient's participation in the pilot program must
 6    be voluntary.    Every  person  participating  in  the  pilot
 7    program  must  sign  a  training  agreement with the Illinois
 8    Department.
 9        (d)  The  Illinois  Department  must  establish  a  pilot
10    program under this Section in each of 3 counties as follows:
11             (1) One pilot program in Cook County.
12             (2) One pilot program in a county that is contiguous
13        to Cook County.
14             (3) One pilot  program  in  a  county  that  is  not
15        described in item (1) or (2).
16        (e)  The  Secretary  of  Human  Services,  in  his or her
17    discretion and in consultation with the county department  of
18    a county in which the pilot program is established under this
19    Section, may direct that the pilot program be administered by
20    the  county  department or through the State service delivery
21    area system under the federal Job Training  Partnership  Act.
22    As  part  of their administrative responsibilities under this
23    subsection, a county  department  or  persons  at  a  service
24    delivery area location must do all of the following:
25             (1) Manage each pilot program participant's training
26        plan.
27             (2)  Maintain  a  database of appropriate vendors of
28        training services.
29             (3) Contract for training services  to  be  provided
30        under the pilot program.
31             (4)  Compile  necessary  fiscal reports on the pilot
32        program.
