1 AMENDMENT TO SENATE BILL 672
2 AMENDMENT NO. ____. Amend Senate Bill 672 by replacing
3 the title with the following:
4 "AN ACT to amend the Civil Administrative Code of
5 Illinois by adding Section 55.75a."; and
6 by replacing everything after the enacting clause with the
7 following:
8 "Section 5. The Civil Administrative Code of Illinois is
9 amended by adding Section 55.75a as follows:
10 (20 ILCS 2310/55.75a new)
11 Sec. 55.75a. Review of inspection programs. The
12 Department of Public Health shall, utilizing the expertise
13 and membership of the Hospital Licensing Board created
14 pursuant to Section 10 of the Hospital Licensing Act, conduct
15 a review of the hospital inspection programs of the
16 Department under the Hospital Licensing Act and any other
17 hospital program operated by the Department. The required
18 review should include (i) a study of the basis for, and
19 establishment of, standards by the various entities who
20 regulate hospitals; (ii) the survey activities of any other
21 public or private agency inspecting hospitals; and (iii) the

1 interpretation and application of the adopted standards by
2 each of the entities.
3 The Department shall issue a report of the review and any
4 recommendations regarding the feasibility of development of a
5 consolidated or consistent set of regulations among the
6 various entities. The Department shall seek the input and
7 participation of the various federal and private
8 organizations that establish standards for hospitals. A
9 report shall be issued to the Governor and the General
10 Assembly by July 1, 2000.
11 Section 99. Effective date. This Act takes effect upon
12 becoming law.".
