 1        AN ACT to amend the Civil Administrative Code of Illinois
 2    by adding Section 55.75a.

 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:

 5        Section  5.  The Civil Administrative Code of Illinois is
 6    amended by adding Section 55.75a as follows:

 7        (20 ILCS 2310/55.75a new)
 8        Sec.  55.75a.   Review  of  inspection   programs.    The
 9    Department  of  Public  Health shall, utilizing the expertise
10    and  membership  of  the  Hospital  Licensing  Board  created
11    pursuant to Section 10 of the Hospital Licensing Act, conduct
12    a  review  of  the  hospital  inspection  programs   of   the
13    Department  under  the  Hospital  Licensing Act and any other
14    hospital program operated by the  Department.   The  required
15    review  should  include  (i)  a  study  of the basis for, and
16    establishment of,  standards  by  the  various  entities  who
17    regulate  hospitals;  (ii) the survey activities of any other
18    public or private agency inspecting hospitals; and (iii)  the
19    interpretation  and  application  of the adopted standards by
20    each of the entities.
21        The Department shall issue a report of the review and any
22    recommendations regarding the feasibility of development of a
23    consolidated or  consistent  set  of  regulations  among  the
24    various  entities.   The  Department shall seek the input and
25    participation   of   the   various   federal   and    private
26    organizations  that  establish  standards  for  hospitals.  A
27    report shall be  issued  to  the  Governor  and  the  General
28    Assembly by July 1, 2000.

29        Section  99.  Effective date.  This Act takes effect upon
30    becoming law.
