 1        AN ACT regarding appropriations.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4                      CONSERVATION 2000 PROGRAM
 5        Section 1.  The amount of $5,500,000 is appropriated from
 6    the Capital Development Fund to  the  Department  of  Natural
 7    Resources  for  deposit  into  the Conservation 2000 Projects
 8    Fund.

 9        Section 2.  The sum of $6,100,000, new appropriation,  is
10    appropriated,  and  the sum of $6,651,800, or so much thereof
11    as may be necessary and as remains unexpended at the close of
12    business on June 30,  1999,  from  appropriations  heretofore
13    made  in  Article  51,  Section  2  of Public Act 90-0585, is
14    reappropriated  from  the  Conservation  2000  Fund  to   the
15    Department  of  Natural  Resources  for the Conservation 2000
16    Program to implement ecosystem-based management for Illinois'
17    natural resources.

18        Section 3.  The sum of $5,500,000, or so much thereof  as
19    may  be necessary, is appropriated from the Conservation 2000
20    Projects Fund to the Department of Natural Resources for  the
21    following projects at the approximate costs set forth below:
22      Site M planning and development .............. $  3,500,000
23      Acquisition of land and long-term
24       easements, and cost-shared natural resource
25       management practices for ecosystem-based
26       management of Illinois' natural
27       resources, including grants for
28       such purposes ...............................    2,000,000

 1        Section 4.  The sum of $12,179,600, or so much thereof as
 2    may  be  necessary  and as remains unexpended at the close of
 3    business on June 30,  1999,  from  appropriations  heretofore
 4    made for such purposes in Article 51, Section 3 and Section 4
 5    of   Public   Act   90-0585,   is   reappropriated  from  the
 6    Conservation 2000 Projects Fund to the Department of  Natural
 7    Resources for the following projects at the approximate costs
 8    set forth below:

21                     ILLINOIS RIVER INITIATIVES
22        Section 6.  The sum of $8,000,000, new appropriation,  is
23    appropriated and the sum of $4,628,800, or so much thereof as
24    may  be  necessary  and as remains unexpended at the close of
25    business on June 30,  1999,  from  appropriations  heretofore
26    made  in  Article  51,  Section  6  of Public Act 90-0585, is
27    reappropriated  from  the  General  Revenue   Fund   to   the
28    Department  of  Natural  Resources  for  the non-federal cost
29    share  of  a  Conservation  Reserve  Enhancement  Program  to
30    establish  long-term  contracts  and  permanent  conservation
31    easements in the Illinois River  Basin;  to  fund  cost-share
32    assistance  to  landowners to encourage approved conservation
33    practices in environmentally sensitive  and  highly  erodible

 1    areas of the Illinois River Basin; and to fund the monitoring
 2    of  long term improvements of these conservation practices as
 3    required in the Memorandum of Agreement between the State  of
 4    Illinois and the United States Department of Agriculture.

17    acquire, protect and preserve open space and natural lands.

18                  FOR PARK AND CONSERVATION PROGRAM
19        Section 19.  The sum of $1,690,600, new appropriation, is
20    appropriated,  and  the sum of $7,360,900, or so much thereof
21    as may be necessary and as remains unexpended at the close of
22    business on June 30, 1999,  from   appropriations  heretofore

 6                             FOR TRAILS
 7        Section 22.  The sum of $1,200,000, new appropriation, is
 8    appropriated,  and  the sum of $1,027,200, or so much thereof
 9    as may be necessary and as remains unexpended at the close of
10    business on June 30, 1999, from an  appropriation  heretofore
11    made  in  Article  51,  Section  21 of Public Act 90-0585, is
12    reappropriated from the Park and  Conservation  Fund  to  the
13    Department  of  Natural  Resources  for  the  development and
14    maintenance of recreational trails and trail-related projects
15    authorized  under  the  Intermodal   Surface   Transportation
16    Efficiency Act of 1991, provided such amount shall not exceed

19                         FOR WATERFOWL AREAS
20        Section 23.  The sum of $300,000, new  appropriation,  is

11        Section 54.  The sum of $250,000, or so much  thereof  as
12    may  be  necessary  and as remains unexpended at the close of
13    business on June 30, 1999, from an  appropriation  heretofore
14    made  in  Article  51,  Section 210 of Public Act 90-0585, is
15    reappropriated  from  the  General  Revenue   Fund   to   the
16    Department  of  Natural  Resources for Illinois River cleanup
17    and dredging at Ballard's Island Harbor.

18             GRANTS AND REIMBURSEMENTS - GENERAL OFFICE
19        Section 55.  The amount of $2,914,300, or so much thereof
20    as may be necessary, is appropriated from  the  Horse  Racing
21    Tax  Allocation  Fund  to the Department of Natural Resources
22    for contributions  of  funds  to  park  districts  and  other
23    entities  as  provided  by  the "Illinois Horse Racing Act of
24    1975" and to public museums and  aquariums  located  in  park
25    districts,  as  provided  by "AN ACT concerning aquariums and
26    museums in public parks" and the "Illinois Horse  Racing  Act
27    of 1975" as now or hereafter amended.

28        Section  56.  The  sum of $100,000, or so much thereof as
29    may be necessary, is appropriated from the Wildlife and  Fish
30    Fund  to  the Department of Natural Resources for acquisition

 2    the  North  American  Waterfowl  Management  Plan  within the
 3    Dominion of Canada or the United  States  which  specifically

 5        Section  57.  The  sum of $155,000, or so much thereof as
 6    may be necessary, is appropriated from  the  State  Migratory
 7    Waterfowl  Stamp  Fund to the Department of Natural Resources
 8    for the payment of grants for the implementation of the North
 9    American Waterfowl Management Plan  within  the  Dominion  of
10    Canada  or  the  United  States  which  specifically provides
11    waterfowl to  the  Mississippi  Flyway  as  provided  in  the
12    "Wildlife Code", as amended.

13        Section  58.  The  sum of $625,000, new appropriation, is
14    appropriated, and the sum of $1,615,000, or so  much  thereof
15    as may be necessary and as remains unexpended at the close of
16    business  on  June  30,  1999, from appropriations heretofore
17    made in Article 51, Section 38  of  Public  Act  90-0585,  is
18    reappropriated from the Illinois Forestry Development Fund to
19    the Department of Natural Resources for the payment of grants
20    to  timber  growers for implementation of acceptable forestry
21    management practices as provided in  the  "Illinois  Forestry
22    Development Act" as now or hereafter amended.

23        Section  59.  The  sum of $150,000, or so much thereof as
24    may be necessary, is appropriated from the State Boating  Act
25    Fund  to  the  Department of Natural Resources for a grant to
26    the Chain O' Lakes - Fox River Waterway Management Agency for
27    the Agency's operation expenses.

28        Section 60.  The sum of $1,000,000, or so much thereof as
29    may be necessary and as remains unexpended at  the  close  of
30    business  on  June 30, 1999, from an appropriation heretofore

25        Section  63.  The  amount of $250,000, or so much thereof
26    as may be necessary and as remains unexpended at the close of
27    business on June 30, 1999, from an  appropriation  heretofore

29    reappropriated from  the  Capital  Development  Fund  to  the

20        Section 66.  The sum of $3,000,000, or so much thereof as

16    may  be  necessary  is  appropriated from the State Migratory
17    Waterfowl Stamp Fund to the Department of  Natural  Resources
18    for  the  payment  of grants for the development of waterfowl
19    propagation areas within the Dominion of Canada or the United
20    States  which  specifically   provide   waterfowl   for   the
21    Mississippi  Flyway  as  provided  in the "Wildlife Code", as
22    amended.

23        Section  89.  To  the  extent  federal  funds   including
24    reimbursements  are  available  for such purposes, the sum of
25    $127,800, or so much thereof  as  may  be  necessary  and  as
26    remains unexpended at the close of business on June 30, 1999,
27    from  an appropriation heretofore made in Article 51, Section

20    business  on  June  30,  1999, from appropriations heretofore
21    made in Article 51, Section 82  of  Public  Act  90-0585,  is
22    reappropriated  to  the  Department of Natural Resources from
23    the Abandoned Mined Lands Reclamation Council  Federal  Trust
24    Fund  for  grants and contracts to conduct research, planning
25    and construction to eliminate hazards  created  by  abandoned
26    mines,   and  any  other  expenses  necessary  for  emergency
27    response.

28        Section 100.  The sum of $1,500,000, is  appropriated  to
29    the  Department of Natural Resources from the Abandoned Mined
30    Lands Set Aside Fund for  grants  and  contracts  to  conduct
31    research,  planning  and  construction  to  eliminate hazards

 1    created by abandoned mines and any other  expenses  necessary
 2    for emergency response.

 3             GRANTS AND REIMBURSEMENTS - WATER RESOURCES
 4        Section  101.  The sum of $600,000, or so much thereof as
 5    may be  necessary,  is  appropriated  to  the  Department  of
 6    Natural  Resources  for  expenditure  by  the Office of Water
 7    Resources  from  the  Flood  Control  Land  Lease  Fund   for
 8    disbursement  of  monies received pursuant to Act of Congress
 9    dated September 3, 1954 (68 Statutes 1266, same as appears in
10    Section 701c-3, Title  33,  United  States  Code  Annotated),
11    provided  such  disbursement  shall  be in compliance with 15
12    ILCS 515/1 Illinois Compiled Statutes.

13        Section 102.  The sum of $3,000,000, or so  much  thereof
14    as  may  be  necessary and remains unexpended at the close of
15    business on June 30, 1999, from an  appropriation  heretofore
16    made  in  Article  51,  Section  87 of Public Act 90-0585, is
17    reappropriated  from  the  General  Revenue   Fund   to   the
18    Department  of  Natural  Resources  for a grant to the DuPage
19    County Forest Preserve for all costs associated with the Salt
20    Creek Greenway.

21        Section 103.  In addition to any other amounts,  the  sum
22    of  $1,000,000, or so much thereof as may be necessary and as
23    remains unexpended at the close of business on June 30, 1999,
24    from an appropriation heretofore made in Article 51,  Section
25    88 of Public Act 90-0585, is reappropriated to the Department
26    of  Natural  Resources  from  the  General Revenue Fund for a
27    grant to the Village of Midlothian for all  costs  associated
28    with  the  planning,  construction,  and  development  of the
29    Midlothian Retention Basin.

30        Section 104.  The sum of $1,000,000, or so  much  thereof

 1    as may be necessary and as remains unexpended at the close of
 2    business  on  June 30, 1999, from an appropriation heretofore
 3    made in Article 51, Section 110 of  Public  Act  90-0585,  is
 4    reappropriated  from  the  Capital  Development  Fund  to the
 5    Department of Natural Resources for a grant to the  Botanical
 6    Gardens for capital improvements.

 7        Section  105.   The sum of $2,500,000, or so much thereof
 8    as may be necessary and as remains unexpended at the close of
 9    business on June 30, 1999, from an  appropriation  heretofore
10    made  in  Article  51,  Section 115 of Public Act 90-0585, is
11    reappropriated  from  the  General  Revenue   Fund   to   the
12    Department  of  Natural  Resources for a grant to the Chicago
13    Park District for all costs associated with dredging.

14        Section 106.  The sum of $125,000, or so much thereof  as
15    may  be  necessary, and as remains unexpended at the close of
16    business on June 30, 1999, from an  appropriation  heretofore
17    made  in  Article  51,  Section 117 of Public Act 90-0585, is
18    reappropriated  from  the  General  Revenue   Fund   to   the
19    Department  of  Natural  Resources  for  a  grant to Palatine
20    Township for all costs associated  with  the  alleviation  of
21    flooding.

22        Section  107.  The sum of $250,000, or so much thereof as
23    may be necessary and as remains unexpended at  the  close  of
24    business  on  June 30, 1999, from an appropriation heretofore
25    made in Article 51, Section 145 of  Public  Act  90-0585,  as
26    amended,  is  reappropriated from the General Revenue Fund to
27    the Department of  Natural  Resources  for  a  grant  to  the
28    Village  of  Lemont  for  Logan  Street  Detention  Pond  and
29    associated down stream flood control improvements.

30        Section  108.  The sum of $150,000, or so much thereof as

 1    may be necessary and as remains unexpended at  the  close  of
 2    business  on  June 30, 1999, from an appropriation heretofore
 3    made in Article 51, Section 151 of  Public  Act  90-0585,  is
 4    reappropriated   from   the   General  Revenue  Fund  to  the
 5    Department of Natural Resources for a grant to  the  City  of
 6    Lockport for flood control.

 7        Section  109.  The sum of $200,000, or so much thereof as
 8    may be necessary, and as remains unexpended at the  close  of
 9    business  on  June 30, 1999, from an appropriation heretofore
10    made in Article 51, Section 158 of  Public  Act  90-0585,  is
11    reappropriated   from   the   General  Revenue  Fund  to  the
12    Department of Natural Resources for a grant to  the  City  of
13    Georgetown to continue its study of public water needs.

14        Section  110.  The sum of $288,000, or so much thereof as
15    may be necessary and as remains unexpended at  the  close  of
16    business  on  June 30, 1999, from an appropriation heretofore
17    made in Article 51, Section 222 of  Public  Act  90-0585,  is
18    reappropriated   from   the   General  Revenue  Fund  to  the
19    Department of Natural Resources for a grant to Peoria  County
20    for flood hazard mitigation and land acquisition.

21                        GRANTS - STATE MUSEUM
22        Section  111.  The amount of $450,000, or so much thereof
23    as may be necessary and remains unexpended at  the  close  of
24    business  on  June 30, 1999, from an appropriation heretofore
25    made in Article 51, Section 91  of  Public  Act  90-0585,  is
26    reappropriated  from  the  Capital  Development  Fund  to the
27    Department of Natural Resources for grants to public  museums
28    for permanent improvements.

29        Section  112.  The sum of $10,000,000, new appropriation,
30    is appropriated and  the  sum  of  $10,000,000,  or  so  much

 1    thereof as may be necessary, and as remains unexpended at the
 2    close  of  business  on  June 30, 1999, from an appropriation
 3    heretofore made in Article  51,  Section  92  of  Public  Act
 4    90-0585,  is reappropriated from the Capital Development Fund
 5    to the Department of Natural Resources for grants  to  public
 6    museums for permanent improvements.

 7        Section  113.  The  sum of $5,000,000, new appropriation,
 8    is appropriated and the sum of $5,000,000, or so much thereof
 9    as may be necessary and as remains unexpended at the close of
10    business on June 30, 1999, from an  appropriation  heretofore
11    made  in  Article  51,  Section 92a of Public Act 90-0585, is
12    appropriated from the General Revenue Fund to the  Department
13    of   Natural   Resources   for   education   and   technology
14    partnerships   between   museums  and  schools  and  expenses
15    connected with the administration of grants to museums.

16        Section  114.  No  contract  shall  be  entered  into  or
17    obligation  incurred  or  any  expenditure   made   from   an
18    appropriation  herein made in Sections 1, 2, 3, 4, 6, 18, 19,
19    20, 21, 22, 26, 27, 28, 36, 37, 40, 41, 42, 43, 44,  45,  46,
20    53,  61,  63, 64, 79, 81, 82, 85, 90, 104, 111, and 112 until
21    after the purpose and amount of  such  expenditure  has  been
22    approved in writing by the Governor.

23        Section 999.  Effective date.  This Act takes effect July
24    1, 1999.
