 1        AN ACT to amend the Structural Pest Control Act by adding
 2    Section 10.3.

 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:

 5        Section 5.  The Structural Pest Control Act is amended by
 6    adding Section 10.3 as follows:

 7        (225 ILCS 235/10.3 new)
 8        Sec. 10.3.  Integrated pest management in schools  grants
 9    program.  On or before November 1, 1999, the Department shall
10    issue a request for proposal that invites schools  to  submit
11    proposals  for  structural  improvements to school facilities
12    necessary  for  the  implementation  of  an  integrated  pest
13    management  program  in  the  school.  Grants  to   qualified
14    applicants  shall not exceed $5,000 for any one proposal. The
15    Department shall provide grants in an amount  not  to  exceed
16    $250,000  during any one fiscal year. The terms of the grants
17    shall be determined by the  Department.  This  program  shall
18    operate for a period not to exceed 3 years.
19        The  Department  shall  give  priority  to proposals that
20    address structural improvements  critical  to  the  effective
21    implementation  of  an integrated pest management program. In
22    determining the most viable  proposals,  the  Department  may
23    consider  the  extent  of  the pest management problem in the
24    applicant school, the extent of the  school's  commitment  to
25    provide   other   needed   elements  of  an  integrated  pest
26    management program, and the school's budget constraints.
27        The  Department  shall  hold  at  least  2  informational
28    meetings in the State to  publicize  the  existence  of  this
29    integrated  pest  management  in schools request for proposal
30    and shall  provide  technical  assistance  to  any  potential
31    respondent  desiring such assistance.  Grant recipients shall

 1    prepare and submit to the  Department  a  one  year  progress
 2    report,  which  the  Department shall summarize and submit to
 3    the General Assembly. None of the provisions of this  Section
 4    shall  limit  or  affect  other  programs administered by the
 5    Department pursuant to this Act.

 6        Section 99.  Effective date.  This Act takes effect  upon
 7    becoming law.
