 3                         ON SENATE BILL 457

 6        To the President of the Senate and  the  Speaker  of  the
 7    House of Representatives:
 8        We,  the  conference  committee appointed to consider the
 9    differences between the houses in relation to House Amendment
10    No. 2 to Senate Bill 457, recommend the following:
11        (1)  that the House recede from House  Amendment  No.  2;
12    and
13        (2)  that   Senate  Bill  457  be  amended  by  replacing
14    everything after the enacting clause with the following:

15        "Section 5.  The Illinois Plumbing License Law is amended
16    by adding Section 4 as follows:

17        (225 ILCS 320/4 new)
18        Sec. 4. Lawn sprinkler systems.
19        (a)  Notwithstanding any other provision of this  Act  or
20    of   a   local   ordinance,   until  December  2,  1999,  the
21    installation of lawn sprinkler systems, including any  piping
22    2  inches  or  less  in  diameter and appurtenances, does not
23    require licensure under this Act or  under  local  ordinance,
24    except that a licensed plumber or licensed apprentice plumber
25    (1)  must  install the backflow prevention device if the lawn
26    sprinkler is connected to a potable water system and (2) must
27    inspect every lawn sprinkler system installed by a person not
28    licensed under this Act.  This Section  is  a  limitation  on
29    home  rule  units under Section 42, including home rule units
30    that are subject to Section 16.
31        (b)  This Section is repealed on December 3, 1999.

 1        Section 99. Effective date.  This Act takes  effect  upon
 2    becoming law.".
