1 AN ACT to amend the Northern Illinois University Law by
2 changing Section 30-25.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Northern Illinois University Law is
6 amended by changing Section 30-25 as follows:
7 (110 ILCS 685/30-25)
8 Sec. 30-25. Officers; meetings. Members of the Board
9 shall elect annually by secret ballot from their own number a
10 chairperson chairman who shall preside over meetings of the
11 Board and a secretary.
12 Meetings of the Board shall be held at least once each
13 quarter on the campus of Northern Illinois University at
14 Dekalb, Illinois or on any other University-owned property
15 located in the State. At all regular meetings of the Board, a
16 majority of its members shall constitute a quorum. The
17 student member shall have all of the privileges of
18 membership, including the right to make and second motions,
19 to attend executive sessions, and until July 1, 2001 to vote
20 on all Board matters except those involving faculty tenure,
21 faculty promotion or any issue on which the student member
22 has a direct conflict of interest. Unless the student member
23 is entitled to vote on a measure at a meeting of the Board
24 or any of its committees, he or she shall not be considered a
25 member for the purpose of determining whether a quorum is
26 present at the time that measure is voted upon. No action of
27 the Board shall be invalidated by reason of any vacancies on
28 the Board or by reason of any failure to select a student
29 member.
30 Special meetings of the Board may be called by the
31 chairperson chairman of the Board or by any 3 members of the
