 1        AN  ACT  to  amend  the  Illinois  Library  System Act by
 2    changing Section 8.4 and adding Section 8.7.

 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:

 5        Section 5.  The Illinois Library System Act is amended by
 6    changing Section 8.4 and adding Section 8.7 as follows:

 7        (75 ILCS 10/8.4) (from Ch. 81, par. 118.4)
 8        Sec.  8.4.   School  library  grants.   Beginning July 1,
 9    1989, the State Librarian shall make  grants  annually  under
10    this  Section  to  all  school districts in the State for the
11    establishment and operation of qualified school libraries, or
12    the  additional  support   of   existing   qualified   school
13    libraries,  from  funds appropriated by the General Assembly.
14    Such grants shall be in the amount of $0.75  per  student  as
15    determined  by  the  official  enrollment  as of the previous
16    September 30 of the  respective  school  having  a  qualified
17    school  library.  If the moneys appropriated for grants under
18    this Section are not sufficient, the  State  Librarian  shall
19    reduce the amount of the grants as necessary; in making these
20    reductions,  the  State  Librarian  shall endeavor to provide
21    each school district that has a qualifying school library (i)
22    at least the same amount per student as the district received
23    under this Section in the preceding fiscal year, and  (ii)  a
24    total grant of at least $100.
25        To  qualify  for  grants  under  this  Section,  a school
26    library must:
27             (1)  Be an entity which serves the basic information
28        and library needs of the school's employees and  students
29        through   a  bibliographically  organized  collection  of
30        library  materials,  has  at  least  one  employee  whose
31        primary duty is to  serve  as  a  librarian,  and  has  a

 1        collection  permanently supported financially, accessible
 2        centrally, and occupying  identifiable  quarters  in  one
 3        principal location.
 4             (2)  Meet  the  requirements  for  membership  in  a
 5        library system under the provisions of this Act.
 6             (3)  Have  applied  for  membership  in  the library
 7        system of jurisdiction  if  the  system  is  a  multitype
 8        library system under this Act.
 9             (4)  Provide, as mutually determined by the Illinois
10        State   Librarian   and   the  Illinois  State  Board  of
11        Education, library services which  either  meet  or  show
12        progress  toward  meeting  the  Illinois  school  library
13        standards as most recently adopted by the Illinois School
14         Library Media Association.
15             (5)  Submit   a   statement   certifying   that  the
16        financial support for the school library or libraries  of
17        the   applying   school   district  has  been  maintained
18        undiminished,  or  if  diminished,  the   percentage   of
19        diminution  of  financial  support  is  no  more than the
20        percentage of diminution of the applying  school's  total
21        financial support for educational and operations purposes
22        since  the submission of the last previous application of
23        the school district for the school  library  per  student
24        grant that was funded.
25        Grants  under  this  Section  shall  be  made  only  upon
26    application  of  the school district for its qualified school
27    library or school libraries.

30        Sec.  8.7.  Illinois Information Advantage Grant Program.
31    There is established an Illinois Information Advantage  Grant
32    Program  to  be administered by the State Librarian to ensure
33    that  every  Illinois  resident  has  access  to   electronic

 1    information  resources.  The State Librarian shall distribute
 2    annual  Illinois  Information  Advantage  grants,  upon   the
 3    approval  of applications from libraries and library systems,
 4    for initiatives to accomplish one or more  of  the  following
 5    goals:
 6             (1) Access to electronic resources and information.
 7             (2)  Purchases  of  necessary technology, equipment,
 8        and infrastructure improvements.
 9             (3) Staff and patron training.
10             (4) Program development.
11        The State Librarian shall establish by rule the  criteria
12    for  awarding the grants. The State Librarian may also expend
13    appropriations on behalf of libraries  statewide  for  direct
14    purchases of equipment and services that support the Illinois
15    Information Advantage Grant Program in libraries.

16        Section  99.  Effective date.  This Act takes effect upon
17    becoming law.
