 1                          HOUSE RESOLUTION

 2        WHEREAS, It  has  come  to  our  attention  that  Delores
 3    Newman,  M.S.  will be retiring on December 31, 2000 from her
 4    position of Associate Secretary for the Department  of  Human
 5    Services; and

 6        WHEREAS, On May 10, 1999, Ms. Newman, M.S., was appointed
 7    by  the  Governor  of  Illinois, to the position of Associate
 8    Secretary, for the Department of Human Services; and

 9        WHEREAS, Prior to this appointment, in 1995,  Ms.  Newman
10    was  appointed  to  the position of Facility Director/Network
11    Manager at the Tinley Park Mental Health  Center  making  her
12    responsible for the Counties of Will, Grundy, Kankakee, South
13    Suburban  and  South  Cook;   during  her  tenure  as Network
14    Manager,  many  positive  changes  occured  in  the   overall
15    structure  and  operation of this network; she has served the
16    Department for 34 years in various capacities; and

17        WHEREAS, Delores Newman, M.S. began her career as a Child
18    Care Aide at the Illinois Pediatric Institute; over the years
19    she  acquired  in-service  training  and   experience   which
20    resulted  in  advancing  to  the  following  classifications:
21    Mental  Health  Specialist,  Labor  Relations  Administrator,
22    Administrative  Assistant,  Mental  Health  Administrator and
23    Community Systems Liaison; and

24        WHEREAS, Delores Newman, M.S. received  her  B.A.  Degree
25    from  Chicago  State  University  and  completed her Master's
26    Degree in Health Management;  she  served  as  the  Executive
27    Assistant  to five facility directors at Madden Mental Health
28    Center for over 16 years;  prior  to  joining  the  staff  at
29    Tinley Park Mental Health Center, she served as the Assistant
30    Facility Director at Chicago-Read Mental Health Center; and

31        WHEREAS, The distinguished honors and awards that Delores

 1    Newman,  M.S.  has received over the years include: Who's Who
 2    in   Government   Services,   Outstanding   Life   Experience
 3    Achievement Award from Chicago State University, Honor  Award
 4    in   the   Study   of   Coiffure  Designing,  Certificate  of
 5    Appreciation for Outstanding  Services  and  Contribution  to
 6    Volunteer  Clergy,  Certificate  of  Special Recognition from
 7    Community Mental Health Council, a  nomination  by  the  Will
 8    County   Health   Department  for  the  Robert  Wood  Johnson
 9    Community  Health  Leadership  Program  1998  Award,  Faculty
10    Appointment to the  University  of  Chicago's  Department  of
11    Psychiatry  as  a Lecturer in 1998, Women of Excellence Award
12    in 1998, and a nomination for "Women at the Top of the  Game"
13    in October, 1999; and

14        WHEREAS,  Delores Newman's, M.S. publications include: "A
15    Valuable Resource for  a  Restricted  Health  Care  Economy",
16    "Analyzing Employees' Attitudes in Regards to the Performance
17    Appraisal  Process", and "A View into a Modern State Operated
18    Mental Health Facility - The Madden Zone Center";  therefore,
19    be it

20        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
21    NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS,  that
22    we  commend Delores Newman, M.S. for her dedicated service in
23    the field of Mental Health Services  and  on  her  retirement
24    from the Department of Human Services; and be it further

25        RESOLVED,  That  a  suitable  copy  of this resolution be
26    presented to Delores Newman, M.S. as  an  expression  of  our
27    esteem.
