 1                          HOUSE RESOLUTION

 2        WHEREAS, The members of  the  Illinois  General  Assembly
 3    wish  to  express their sincere condolences to the family and
 4    friends of Vincent Birchler, who passed away on  November  3,
 5    2000 in Chester, Illinois; and

 6        WHEREAS,  Vincent  Birchler was born on March 29, 1912 in
 7    Coulterville, Illinois to Alexander and Emma Birchler; and

 8        WHEREAS, Vincent Birchler  received  his  B.S.  and  M.S.
 9    degrees  from  Southern Illinois University in Carbondale; he
10    had  a  state  of  Illinois  all   grade   life   supervisory
11    certificate; and

12        WHEREAS, Vincent Birchler was a teacher from 1933 through
13    1955, when he became Randolph County assistant superintendent
14    of   schools;   he   was  elected  Randolph  County  regional
15    superintendent of schools, where he served until 1974; he was
16    elected to the  Illinois  General  Assembly,  58th  District,
17    serving from 1974 to 1980; his tax consultant years were from
18    1942 until his retirement in 1986; and

19        WHEREAS,  Vincent Birchler was a member of the Belleville
20    Diocesan School Board for 7 years, where he administered  the
21    first  summer  Head Start program for Randolph County; he was
22    also one of the leaders establishing a junior college  system
23    for   Southern   Illinois;  his  other  memberships  include:
24    chairman of the Instructional Advisory Committee for  WSUI-TV
25    until  1978,  one of the founders of the Beck Area Vocational
26    Center, the Perandoe Special Educational  District,  and  the
27    Western Egyptian Economic Opportunity Council where he served
28    as  chairman  until  his  retirement  in  1996; he was also a
29    member of the Randolph County Welfare Advisory Committee,  he
30    headed development of the Camptown Water District in Chester,
31    Illinois,  and  he developed several subdivisions in Chester;
32    and

 1        WHEREAS,  Included  among  special  honors  for   Vincent
 2    Birchler  were the Kappa Phi Kappa Educational Honor Society,
 3    Outstanding Personality of West and Midwest, life  member  of
 4    the   Randolph   County   Police  Association;  the  National
 5    Education Association, Randolph County Chapter; member of the
 6    3rd and 4th  Degree  Knights  of  Columbus;  Chester  Eagles;
 7    Chester   Elks;   Independent   Accountants   Association  of
 8    Illinois; and Southern Illinois Alumni Association; he was  a
 9    member  of  St.  Mary's Catholic Church in Chester, Illinois;
10    and

11        WHEREAS, The passing of Vincent Birchler will  be  deeply
12    felt  by  all  who  knew  and loved him, especially his wife,
13    Katheryn; his sons, John A. (wife, Joan), and Neil V.  (wife,
14    Pam); his stepson, Kent (wife, Inez) Fiene; his stepdaughter,
15    Cassandra    Rodgers;    his    9   grandchildren;   his   11
16    great-grandchildren; and his sister, Dorothy  (husband,  John
17    E.) Shevlin; therefore be it

18        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
19    NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS,  that
20    we  mourn , along with all who knew him, the death of Vincent
21    Birchler of Chester, Illinois; and be it further

22        RESOLVED, That a suitable  copy  of  this  resolution  be
23    presented to the family of Vincent Birchler.
