 1                          HOUSE RESOLUTION

 2        WHEREAS, On Saturday,  October  14,  2000,  the  Historic
 3    National Road will be rededicated in a special ceremony to be
 4    held  at  the  Phillips  Building,  located  on  the Historic
 5    National Road in St. Elmo, Illinois; and

 6        WHEREAS, U.S. Route 40, the Historic National  Road,  was
 7    the  first  federal  highway  in  the United States; Congress
 8    authorized the construction of a federal highway in 1806,  to
 9    go from Cumberland, Maryland to the Ohio River; and

10        WHEREAS,  In  1818  a  debate over federal funding halted
11    construction on the highway; in 1825 construction resumed  on
12    the  highway,  which continued across Ohio and Indiana before
13    reaching Vandalia, Illinois in 1840; and

14        WHEREAS, Due to the advent of the railroad,  construction
15    on  the  federal  highway was stopped after 29 years; in 1926
16    the Historic National Road became part of U.S. Route  40  and
17    was  again  a major artery for traffic until the construction
18    of Interstate 70 again turned U.S. Route 40 into a  piece  of
19    history; and

20        WHEREAS,  The  rededication of the Historic National Road
21    will show  the  worth  of  this  valuable  part  of  American
22    history; therefore, be it

23        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
24    NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS,  that
25    congratulations   are   in  order  on  the  occasion  of  the
26    rededication of the Historic National Road, U.S. Route 40; to
27    the people of St. Elmo, Illinois we  say  thanks  for  making
28    others  aware  of  the  historic significance of this vein of
29    American travel; and be it further

30        RESOLVED, That a suitable  copy  of  this  resolution  be
31    presented  to  Lyle  Kruger,  Master  of  Ceremonies  for the

 2    Worman of St. Elmo.
