 1                          HOUSE RESOLUTION

 2        WHEREAS, The members of the House of Representatives were
 3    saddened to learn  of  the  death  of  Charles  E.  "Charlie"
 4    Gaines,  a  former member of the House of Representatives and
 5    the son of a member  of  the  House  of  Representatives,  on
 6    Tuesday, March 28, 2000; and

 7        WHEREAS,  Charles  Gaines served as a member of the House
 8    from 1975 to 1981; and

 9        WHEREAS, Charles Gaines was born in Chicago, the  son  of
10    Dr.  Irene  McCoy  Gaines and Harrison B. Gaines, an attorney
11    who served in this House from 1929 to 1935; he  was  educated
12    in  the  Chicago  Public  Schools,  at  Fisk  University, the
13    University of Illinois, John Marshall  Law  School,  and  the
14    Loyola School of Social Work; and

15        WHEREAS,   Mr.   Gaines  was  a  member  of  Commonwealth
16    Community Church and the United Council of Christian Men; and

17        WHEREAS, Mr. Gaines was also a member of Operation  PUSH,
18    the  Chatham-Avalon  Mental  Health Service Organization, the
19    Chicago  Urban  League,  the  NAACP,  the  2nd   Ward   Young
20    Republican Club, the Cook County Republican Organization, the
21    Young  Republican National Federation, and the Chatham Avalon
22    Park Community Council; and

23        WHEREAS, Charles Gaines was a man who was a leader and  a
24    mentor; he was a role model for young people; and

25        WHEREAS,  A  loving  husband  and  father, Charles Gaines
26    passing will be  deeply  felt  by  his  family  and  friends,
27    especially  his wife, Stella; his son, Michael; his daughter,
28    Cheryl;  his  stepson,  Everett  Carr;   his   stepdaughters,
29    Marishka  Carr  and  Dionne  Martin;  and his godson, Wayland
30    Johnson; therefore, be it

 1        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
 2    NINETY-FIRST  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
 3    we note with sorrow  and  regret  the  death  of  Charles  E.
 4    Gaines, a former member of this House, and extend our sincere
 5    condolences to his family and friends; and be it further

 6        RESOLVED,  That  a  suitable  copy  of this resolution be
 7    presented to his widow, Stella Gaines.
