 1                          HOUSE RESOLUTION

 2        WHEREAS,  The  members   of   the   Illinois   House   of
 3    Representatives  are pleased to honor milestones in the lives
 4    of citizens of the State of Illinois; and

 5        WHEREAS, Admiral Archie Clemins recently retired from the
 6    United States Navy; he became the 28th Commander in Chief  of
 7    the  United States Pacific Fleet on November 7, 1996; Admiral
 8    Clemins was responsible for 102 million  square  miles,  more
 9    than  190  ships  and submarines, 1,500 aircraft, and 193,500
10    sailors and marines; and

11        WHEREAS, Admiral Clemins was born in Mt.Vernon, Illinois;
12    he was commissioned at the Naval Reserve  Officer's  Training
13    Unit  at the University of Illinois; he received a Bachelor's
14    degree in Electrical Engineering in February of  1966  and  a
15    Master's   degree  in  1972,  both  from  the  University  of
16    Illinois; and

17        WHEREAS, Upon  completion  of  the  Naval  Nuclear  Power
18    program,  Admiral  Clemins  served  tours  on  both ballistic
19    missile and attack submarines; he served as Executive Officer
20    of the USS PARCHE (SSN 683) and Commanding Officer of the USS
21    POGY (SSN 647); he also commanded Submarine Group  SEVEN  and
22    was the Chief of Staff to Commander, SEVENTH fleet; and

23        WHEREAS,  Admiral Clemins was promoted to Rear Admiral in
24    1991;  his  flag  assignments  included  Commander,  Training
25    Command, U.S. Pacific Fleet; the first  head  of  the  Navy's
26    Commander  in Chief (CINC) Liaison Division (CNO N83); Deputy
27    and Chief of Staff  to  Commander  in  Chief,  U.S.  Atlantic
28    Fleet; and Commander, SEVENTH Fleet; and

29        WHEREAS,   Admiral   Clemins   is  an  advocate  for  the
30    accelerated use of information technology in the military for
31    tactical and non-tactical support missions; and

 1        WHEREAS, Upon Admiral Clemins retirement from the  United
 2    States  Navy  in  1999  he  began  traveling  around Southern
 3    Illinois, visiting schools and providing  motivational  talks
 4    to young students; therefore, be it

 5        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
 6    NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS,  that
 7    we congratulate Admiral Archie Clemins on his retirement from
 8    the  United  States  Navy  and we thank him for his continued
 9    work as  a  motivational  speaker  to  the  young  people  of
10    Southern Illinois; and be it further

11        RESOLVED,  That  a  suitable  copy  of this resolution be
12    presented to Admiral Archie Clemins.
