 1                          HOUSE RESOLUTION

 2        WHEREAS, The State of Missouri has  adopted  the  use  of
 3    drug  courts,  and  this  program  has  reduced the number of
 4    repeat offenders significantly; of their 869 graduates,  only
 5    4% have been re-arrested for any offense; and

 6        WHEREAS,  The program uses alternative methods to monitor
 7    first time drug users in order to make sure they  finish  the
 8    program  and remain drug free; the program saves Missouri tax
 9    dollars, and the cost to put a person in treatment is  almost
10    half of the cost of housing that person in a prison; and

11        WHEREAS, The State of Illinois could potentially use this
12    type  of  program  to  reduce the number of inmates, increase
13    available tax dollars for other programs, and make the  State
14    a  safer  place  to live, and the State of Missouri's program
15    could be an excellent guide for  developing  drug  courts  in
16    Illinois; therefore, be it

17        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
18    NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS,  that
19    a task force to study the Missouri drug courts is established
20    with  the  purpose  of developing such a program in Illinois;
21    the task force shall consist of four House members  appointed
22    by  the Speaker, four House members appointed by the Minority
23    Leader, a representative from the Department  of  Corrections
24    appointed   by   the   Director   of   Corrections,   and   a
25    representative from the Cook County State's Attorney's Office
26    appointed  by  the  Cook  County  State's Attorney; and be it
27    further

28        RESOLVED, That the task force shall meet at such times as
29    necessary and shall  issue  a  report  of  its  findings  and
30    conclusions  to the House and to the Governor before the 2000
31    veto session; and be it further

 1        RESOLVED, That a suitable  copy  of  this  resolution  be
 2    presented to Governor George H. Ryan.
