 1                          HOUSE RESOLUTION

 2        WHEREAS, Statistics show that an alarming number of young
 3    drivers are involved in  fatal  motor  vehicle  crashes,  and
 4    while  teenagers  make  up only 6% of the driving population,
 5    they account for 16% of all automobile deaths; and

 6        WHEREAS,  The  vehicles  teenagers  operate  in  driver's
 7    education class  during  their  behind-the-wheel  instruction
 8    have  "Student  Driver"  signs prominently displayed on them;
 9    and

10        WHEREAS, Before a teen may obtain a driver's license,  as
11    a supplement to his or her driver's education class, the teen
12    holds  an  instruction permit for three months, and under the
13    instruction permit, the teen must  practice  behind-the-wheel
14    driving  with  a responsible adult for a minimum of 25 hours;
15    and

16        WHEREAS, The Office of the Secretary of State  encourages
17    parents  to  spend  these 25 hours supervising their children
18    driving in many different situations,  for  example,  driving
19    both  during the day and at night, driving on the highway and
20    in the city, and driving in varying weather conditions; and

21        WHEREAS,  There  is  currently  no  requirement  that   a
22    beginning  driver  display  a sign on his or her vehicle that
23    reads "STUDENT DRIVER" or "PERMIT DRIVER" during the 25 hours
24    he  or  she  spends  behind  the  wheel  driving  under   the
25    supervision  of  a  responsible  adult,  meaning  that  other
26    drivers  on  the road have no way of knowing that they should
27    exercise additional caution around these  drivers;  therefore
28    be it

29        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE

 1    NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS,  that
 2    we  urge  the  Secretary  of  State  to initiate a program to
 3    provide the  parents  of  student  motorists  with  signs  or
 4    stickers,  bearing  the  words  "STUDENT  DRIVER"  or "PERMIT
 5    DRIVER", to be displayed while the student is performing  his
 6    or her mandatory practice driving; and be it further

 7        RESOLVED,  That a copy of this resolution be delivered to
 8    Secretary of State Jesse White.
