 1                          HOUSE RESOLUTION

 2        WHEREAS, 60,000 cubic yards of contaminated soil  are  to
 3    be  removed, and hauled by truck, from Chanute Air Force Base
 4    in Rantoul, Illinois, to a landfill owned by  Illinois  Waste
 5    Systems Inc. in Hoopeston, in Vermilion County, Illinois; and

 6        WHEREAS,   Engineers   have   indicated   the   soil   is
 7    contaminated  with  hydrocarbons,  diesel  fuel, and possibly
 8    pesticides and other contaminants; and

 9        WHEREAS, These chemicals may  pose  a  threat  to  public
10    health; and

11        WHEREAS, The landfill the soil will be moved to is a half
12    mile  from Hoopeston Area High School and three quarters of a
13    mile away from Hoopeston Community Memorial Hospital; and

14        WHEREAS, The landfill is also about  two  miles  from  an
15    underground aquifer; and

16        WHEREAS,  This  aquifer  provides  drinking water to many
17    residents; and

18        WHEREAS, The  city  of  Hoopeston's  agreement  with  the
19    landfill  states  only  sanitary  waste  may be placed there;
20    therefore, be it

21        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
22    NINETY-FIRST  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
23    the soil from Chanute Air Force Base should not be placed  in
24    the  landfill at Hoopeston in Vermilion County, Illinois; and
25    be it further

26        RESOLVED, That copies of this resolution be sent  to  the
27    Illinois  Environmental  Protection Agency, the United States
28    Environmental Protection Agency, and the  United  States  Air
29    Force Conversion Agency.
