 1                          HOUSE RESOLUTION

 2        WHEREAS, Skillful, enthusiastic, and innovative  teachers
 3    change  the  lives  of  countless students for the better and
 4    forever by encouraging curiosity  and  understanding  and  by
 5    contributing to the development of mind and spirit; and

 6        WHEREAS,   The  U.S.  Professors  of  the  Year  program,
 7    sponsored by The Carnegie Foundation for the  Advancement  of
 8    Teaching  and administered by the Council for Advancement and
 9    Support of Education, is the nation's most  highly  respected
10    program to recognize outstanding faculty; and

11        WHEREAS,  The  Illinois  Professor of the Year represents
12    the thousands of dedicated university and college instructors
13    throughout  Illinois  who   serve   their   students,   their
14    community, and their State with dedication and talent; and

15        WHEREAS,   The  State  of  Illinois  has  long  supported
16    excellence in undergraduate  teaching  through  competitively
17    funding  faculty  salaries  and other initiatives to make our
18    system of higher education the envy of many states and  other
19    nations; and

20        WHEREAS, The quality of life and the scope of opportunity
21    for  many  future  citizens of Illinois will be determined by
22    the quality of teaching in the classroom; therefore, be it

23        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
24    NINETY-FIRST  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
25    we recognize and  commend  Rose  Marie  Lynch,  professor  of
26    English  and Journalism at Illinois Valley Community College,
27    upon being named the 1999 Illinois Professor of the Year; and
28    be it further

29        RESOLVED, That a suitable  copy  of  this  resolution  be
30    presented to her as a token of our esteem.
