1 HOUSE RESOLUTION
2 WHEREAS, Elmhurst Memorial Healthcare, located in
3 Elmhurst, Illinois, created the Robert E. Soukup Award for
4 Leadership to honor the achievements of a fine, outstanding
5 leader within the community of Elmhurst and a strong, guiding
6 force in making Elmhurst Memorial an organization that truly
7 creates a difference in the lives of its patients; and
8 WHEREAS, Joel G. Herter, a dedicated servant to the
9 community of Elmhurst, Illinois, has followed in Robert E.
10 Soukup's footsteps, devoting his talents and expertise to
11 Elmhurst Memorial Hospital for the past twenty-five years;
12 and
13 WHEREAS, Joel's service to Elmhurst Memorial Hospital
14 began in 1974, with his election to the Board of Governors;
15 in recognition of his leadership qualities, Joel became
16 Chairman of the Board of Governors in 1978 and ex-officio
17 member of the Elmhurst Memorial Hospital Board of Trustees;
18 and
19 WHEREAS, Members of Elmhurst Memorial confirmed their
20 confidence in Joel's leadership abilities in 1980 by
21 selecting him as a founding trustee of the Elmhurst Memorial
22 Hospital Foundation, making him instrumental to the
23 fund-raising and gift-receiving division of the hospital;
24 Joel also was selected to serve as a founding trustee of
25 Memorial Health Services and the Elmhurst Memorial Health
26 System; and
27 WHEREAS, Continuing his dedication to leading Elmhurst
28 Memorial Hospital, in 1984 Joel was elected Vice-Chairman of
29 the Hospital Board; following his tenure as Vice-Chairman,
30 Joel became Chairman of the Board in 1996; and
31 WHEREAS, Throughout his years of service at Elmhurst

1 Memorial Hospital, Joel used his financial and accounting
2 expertise to benefit the hospital's financial policies,
3 strategies, and decisions, serving as treasurer of the
4 corporation and chairman of the Finance Committee; an
5 excellent fund-raiser, Joel has also served on all of the
6 hospital and foundation fund-raising committees; and
7 WHEREAS, Joel G. Herter has demonstrated the leadership
8 qualities of his predecessor, Robert E. Soukup, and is
9 sincerely deserving of the Robert E. Soukup Award for
10 Leadership; therefore, be it
11 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
12 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13 we congratulate Joel G. Herter on receiving the Robert E.
14 Soukup Award for Leadership and commend him on his
15 outstanding service to Elmhurst Memorial Hospital and his
16 community; and be it further
17 RESOLVED, That a suitable copy of this resolution be
18 presented to Joel G. Herter.
