 1                          HOUSE RESOLUTION

 2        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
 3    NINETY-FIRST  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
 4    there is created a Custodial Interrogation Task Force to: (1)
 5    examine whether  need  exists  to  require  audio  and  video
 6    recordings   of   custodial   interrogations   intended   for
 7    evidentiary  use  in  criminal  proceedings; (2) examine what
 8    other  jurisdictions  have  done  in  this  respect,  whether
 9    mandated by law or on a  voluntary  basis;  (3)  examine  the
10    fiscal   impact   that  implementation  of  audio  and  video
11    recording requirements might have on the State and  units  of
12    local  government;  and  (4)  make recommendations, including
13    cost estimates and  operational  guidelines,  for  audio  and
14    video  recording requirements for custodial interrogations in
15    Illinois; and be it further

16        RESOLVED, That the Task Force is composed of 15  members,
17    2  members  of  the House of Representatives appointed by the
18    Speaker  of  the  House,  2   members   of   the   House   of
19    Representatives  appointed  by  the  Minority  Leader  of the
20    House, 2 citizens appointed by the Speaker of the House,  and
21    one  representative  from each of the following organizations
22    appointed by the Speaker of the House: the Cook County Public
23    Defender's  Office;  the  Fraternal  Order  of  Police;   the
24    Department   of   State   Police;   the   State's   Attorneys
25    Association;   the   Illinois  Criminal  Justice  Information
26    Authority; Citizens Alert; the MacArthur  Justice  Center  of
27    the University of Chicago; the Cook County State's Attorney's
28    Office;  and  the  Cook  County  Bar  Association;  and be it
29    further

30        RESOLVED, That the Task Force shall choose its chair  and
31    other  officers,  but  the  members  of  the Task Force shall
32    receive no compensation for their services as members of  the
33    Task  Force  but  may  be  reimbursed  for  their services as

 1    members of the Task Force; and be it further

 2        RESOLVED, That the Task  Force  shall  hold  at  least  4
 3    public  hearings, 2 of which must take place in a county with
 4    a population of over  2,000,000  inhabitants,  and  seek  the
 5    assistance  of  any  State  agency  in the performance of its
 6    duties; and be it further

 7        RESOLVED, That the Task Force shall report  its  findings
 8    and recommendations to the House by the 1999 veto session.
