1 HOUSE RESOLUTION
2 WHEREAS, Dr. Charles Warthen, Vice President of Black
3 Hawk College-East Campus is retiring on June 30, 1999; and
4 WHEREAS, February 1, 1999 marked Dr. Warthen's 20th
5 anniversary with Black Hawk College; and
6 WHEREAS, He began his teaching career of 38 years as a
7 graduate assistant at Northern Illinois University; he was
8 also a teacher at Geneva High School and Elgin Larkin High
9 School, Elgin Community College, and Joliet Junior College;
10 and
11 WHEREAS, He received a Bachelors and Masters degree from
12 Northern Illinois University, and his Doctorate degree from
13 Illinois State University; and
14 WHEREAS, Dr. Warthen initiated growth at Black Hawk East
15 Campus with the building of the Agriculture Pavilion,
16 Arboretum, Welding Laboratory, and Art Education facilities,
17 and the forming of the off-campus Adult Education Center; and
18 WHEREAS, Dr. Warthen has demonstrated a continued
19 interest in the Black Hawk College Foundation and community
20 programs; therefore, be it
21 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
22 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
23 we congratulate Dr. Warthen on his important contributions to
24 education and extend our best wishes to him on the occasion
25 of his retirement; and be it further
26 RESOLVED, That a suitable copy of this resolution be
27 presented to Dr. Charles Warthen.
