 1                          HOUSE RESOLUTION

 2        WHEREAS,  A  contributing  factor  to  the   tragedy   at
 3    Columbine  High  School in Colorado was that the perpetrators
 4    wore clothing that assisted in the concealment of weapons and
 5    other inappropriate materials; and

 6        WHEREAS, Another contributing factor to the  tragedy  was
 7    that students were labeled outcasts for the way they dressed;
 8    and

 9        WHEREAS,  The  General  Assembly  has  authorized  school
10    boards to adopt and implement school dress code policies; and

11        WHEREAS, School dress code policies aim to deter violence
12    and disruption at school by eliminating gang-related clothing
13    as well as economic and other differences among students; and

14        WHEREAS,  Numerous  surveys  have  shown  an overwhelming
15    majority of school  administrators  believe  mandatory  dress
16    codes  reduce  violent  incidents and discipline problems and
17    lead to greater academic achievement; and

18        WHEREAS, School districts around the  country  that  have
19    implemented  school  dress code policies report a substantial
20    reduction in school violence, truancy, and vandalism, as well
21    as improved student discipline; therefore, be it

22        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
23    NINETY-FIRST  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
24    local school boards institute strict dress code  policies  in
25    an  effort  to  eliminate inappropriate symbols, establish an
26    environment conducive to  learning,  and  reduce  or  prevent
27    violence; and be it further

28        RESOLVED,  That  the State Board of Education will report
29    to the General Assembly by January  1,  2000  on  the  school
30    dress codes that have been implemented; and be it further

 1        RESOLVED,  That  a  suitable  copy  of this resolution be
 2    forwarded to the State Superintendent of  Education  and  all
 3    local school boards.
