 1                          HOUSE RESOLUTION

 2        WHEREAS, Inflation has grown at almost twice the rate  of
 3    the  State-funded "Cost of Doing Business" increases for many
 4    providers  of  services   to   persons   with   developmental
 5    disabilities since 1991; and

 6        WHEREAS,  A  1992 University of Illinois study found that
 7    private providers  of  disability  services  nationwide  paid
 8    their  employees  17%  more  on average than private Illinois
 9    providers; and

10        WHEREAS, Workers in these private provider  agencies  are
11    among the lowest paid in the State; and

12        WHEREAS,  Many workers in these private provider agencies
13    often must pay up to 10% of their compensation per month  for
14    health insurance coverage; and

15        WHEREAS,  A 1997 University of Illinois study found staff
16    turnover rates among such private providers in  Illinois  was
17    at 80% in their first year of employment; and

18        WHEREAS,  High staff turnover rates negatively impact the
19    quality of care and continuity required for individuals  with
20    disabilities; and

21        WHEREAS,  The  State  of  Illinois must ensure that these
22    workers are properly compensated for their important work and
23    that turnover at these private agencies is kept to a minimum,
24    allowing individuals with  disabilities  a  stable  and  safe
25    environment; and

26        WHEREAS,   Illinois  disability  service  providers  have
27    indicated that they want  to  use  any  funding  increase  to
28    increase wages for direct care employees; therefore, be it

29        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE

 1    NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS,  that
 2    providers  of services for the developmentally disabled shall
 3    increase the wages of direct care workers  by  at  least  the
 4    same  percentage  as  the increase in funds they receive from
 5    the State in fiscal year 2000; and be it further

 6        RESOLVED, That each  disability  service  provider  shall
 7    certify  to  the Department of Human Services, as provided by
 8    rule by  the  Department,  that  it  has  provided  the  wage
 9    increases  in  accordance  with these requirements; and be it
10    further

11        RESOLVED, That a suitable  copy  of  this  Resolution  be
12    forwarded to the Secretary of Human Services.
