 1                          HOUSE RESOLUTION

 2        WHEREAS, In fulfillment of  the  Regional  Transportation
 3    Authority   Act   encouraging   coordinated  regional  public
 4    transportation, the Regional Transportation Authority  should
 5    foster  the  development  of a coordinated and interconnected
 6    transit system in the Northeastern Illinois region to  permit
 7    convenient  transfers  among  all  3  transit systems so that
 8    employment centers and other key destinations throughout  the
 9    region are more accessible by public transit; and

10        WHEREAS,  The  ability  of passengers to transfer between
11    transit systems would increase the number  of  riders;  would
12    increase farebox revenues; would reduce traffic congestion on
13    the  region's  roads;  would  reduce air pollution; and would
14    bring  workers  to  jobs  in  local  communities  where   new
15    interchanges would be created; therefore, be it

16        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
17    NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS,  that
18    the  Regional  Transportation  Authority is urged to plan for
19    additional Metra and Chicago Transit  Authority  interchanges
20    at  locations  where  Chicago Transit Authority rapid transit
21    rail lines  and  Metra  commuter  rail  lines  are  in  close
22    proximity to one another; plan for the addition of Pace buses
23    and  vans  at Metra and Chicago Transit Authority stations to
24    reach key employer  destinations,  including  for  night-time
25    shifts;  plan  for the addition of signs, maps, and schedules
26    at stations, platforms, and bus stops  to  inform  riders  of
27    opportunities  for  transfers  among the transit systems; and
28    plan for a universal fare card to enable riders  to  transfer
29    conveniently among all 3 transit systems; and be it further

30        RESOLVED,  That  in  conducting  an analysis to determine
31    potential ridership, travel destinations, hours of operation,
32    or any other matters, the Regional  Transportation  Authority

 1    should  consult  with  members  of  the  public through focus
 2    groups or public hearings or both; and be it further

 3        RESOLVED,  That  by  December  31,  1999,  the   Regional
 4    Transportation  Authority  is requested to submit a report to
 5    the General  Assembly  on  findings  and  recommendations  to
 6    implement the purposes of this resolution; and be it further

 7        RESOLVED,  That copies of this resolution be delivered to
 8    each member  of  the  Board  of  Directors  of  the  Regional
 9    Transportation Authority.
