 1                          HOUSE RESOLUTION

 2        WHEREAS,  Our  children  are  Illinois'   most   precious
 3    resource,  and  it  is  our  responsibility  to  foster their
 4    development  into  responsible  and  productive  citizens  to
 5    sustain our community in the decades ahead; and

 6        WHEREAS,  Research  shows  that  parental  and  community
 7    involvement in  children's  education  is  a  vital  link  to
 8    achieving  quality education and a safe, disciplined learning
 9    environment for every child; and

10        WHEREAS, Television plays an enormous role in the life of
11    children and they benefit from  inspiring,  educational,  and
12    informative programs; and

13        WHEREAS,  Studies reveal that an overwhelming majority of
14    America's  parents  believe  that  parental  involvement   in
15    children's television watching is extremely important; and

16        WHEREAS,   Parents   are  searching  for  the  tools  and
17    information  to  control  the  impact  of  TV  violence   and
18    commercialism on their children; and

19        WHEREAS,  The  "Family  and  Community  Critical  Viewing
20    Project",  a partnership of the National PTA and the cable TV
21    industry, is committed to providing "Taking  Charge  of  Your
22    TV"  workshops  and  materials to help families make smarter,
23    more informed television  viewing  choices  that  make  TV  a
24    positive and educational experience for families; and

25        WHEREAS,   The   members   of   the   Illinois  House  of
26    Representatives are committed  to  helping  families  address
27    concerns about television and help them make informed choices
28    in the programs they watch and how they watch those programs;
29    and

30        WHEREAS, "National Critical Viewing Day" (March 23, 1999)

 1    will  showcase the cable TV industry's commitment to critical
 2    viewing and teaching parents, educators and families to  make
 3    more  informed  television  viewing  choices  and to increase
 4    awareness of media literacy information, skills and materials
 5    available nationwide; therefore, be it

 6        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
 7    NINETY-FIRST  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
 8    Tuesday, March 23, 1999, be proclaimed as "National  Critical
 9    Viewing Day" within the State of Illinois in conjunction with
10    the  cable  television industry and the National PTA and call
11    on all citizens to join in recognizing  this  very  important
12    day.
